SUBJECT: Award Contract 23-27-C Biola Community Sidewalk Improvements
RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 23-27-C Biola Community Sidewalk Improvements, State Project No. ATPL-5942(303) and award to the lowest bidder Dave Christian Construction Co., Inc., 2963 N Sunnyside Avenue, Suite 108, Fresno, CA 93727, in the total amount of $1,533,651.51 including the base bid and Additive Bid 1.
REPORT
Approval of the recommended action will authorize the award of an Active Transportation Program (ATP) funded sidewalk improvement project. This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders of $89,182.55 is $1,622,834.06. ATP will provide $1,091,304 for contract construction, while the local match will be paid for through Measure C. The Biola Community Services District (BCSD) will pay for water and sewer utility relocation costs in the amount of $63,071.36 (included in the base bid) and $108,804.60 for lighting improvements (Additive Bid 1). Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Org 4510 FY 2023-24 Adopted Budget.
DISCUSSION:
Biola is an unincorporated community in Fresno County and past transportation improvement projects have been implemented in this community along Biola Avenue and adjacent streets. These past projects, funded through either Community Development Block Grant (CDBG) or ATP, have consisted of installing new/replacement sidewalks, shoulders, streetlights, ADA compliant curb ramps, curbs and gutters, striping and signage, and drainage improvements.
On November 2, 2021, your Board approved and authorized an agreement with the BCSD for the Biola Community Sidewalks project. Under the agreement BCSD agreed to pay for utility relocation in conflict with the project, conduits, and the lighting improvements, as well as maintenance of the pedestrian improvements and storm drainage system upon completion of the project. At this time, BCSD has only identified enough funding to pay for the utility relocation included in the base bid and the conduit installation included as Additive Bid 1. If BCSD identifies additional funds that allow them to pay for Additive Bid 2, the Department will return to your Board for approval of the change order.
The work to be done consists, in general, of installing sidewalks, ADA compliant curb ramps, curbs and gutters, and a storm drainage system. The project work also includes reconstruction and widening of North Biola Avenue, between E Street and D Street, and a section on the north side of West C Street up to near North 7th Avenue. The work also includes relocating two fire hydrants, storm drains, and adjustments to the sewer manhole lids. Additive items include installing decorative streetlights along North Biola Ave.
On March 5, 2024, your Board made a determination in accordance with Administrative Policy No. 34 that “unusual or extraordinary circumstances” exist that allow sole source procurement of the lighting system components.
A bid opening was held on March 21, 2024. Eight bids were received. The low bid of $1,649,486.51 from Dave Christian Construction Co., Inc., was $275,420.49 or 14.31% lower than the engineer’s estimate of $1,924,907. (While only Additive Bid 1 is planned for award, the low bidder is determined based on the total of the base bid and all the additive bids).
