SUBJECT: Community Development Block Grant Public Services Amendments
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment No. 3 to Agreement No. 21-312 with Boys and Girls Clubs of Fresno County for Community Development Block Grant (CDBG) funded social services programs, extending the term by three (3) months from September 1, 2026, to November 30, 2026, and increasing the total CDBG funding amount not to exceed $225,460;
2. Approve and authorize the Chairman to execute Amendment No. 3 to Agreement No. 21-313 with Marjaree Mason Center, Inc. for CDBG funded social services programs, extending the term by three (3) months from September 1, 2026, to November 30, 2026, and increasing the total CDBG funding amount not to exceed $222,085;
3. Approve and authorize the Chairman to execute Amendment No. 3 to Agreement No. 21-314 with Westside Youth, Inc. for CDBG funded social services programs, extending the term by three (3) months from September 1, 2026, to November 30, 2026, and increasing the total CDBG funding amount not to exceed $225,460; and
4. Amend FY 2026-27 Action Plan to identify activities to be funded within the CDBG Public Services project.
REPORT
There is no additional Net County Cost associated with the recommended actions. Approval of the first three recommended actions will extend the term of the Community Development Block Grant (CDBG) community-based social services program agreements by three (3) months to continue services for low to moderate income persons residing in unincorporated areas and eligible CDBG partner cities of Fresno County (Fowler, Kerman, Kingsburg, Mendota, Orange Cove, Reedley, Sanger, and Selma) while a formal procurement is completed. This item is countywide. Approval of the fourth recommended action will amend the FY 2026-27 Project Summary and Appendix in the County’s FY 2026-27 Action Plan, approved by your Board on May 19, 2026, to identify specific social services agencies to receive funding and include the planned activities for the CDBG Public Services project in AP-38 of the FY 2026-27 Action Plan. This item is Countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended actions, the CDBG agreements will expire on August 31, 2026, resulting in reduced services for low to moderate income persons residing in unincorporated areas and eligible CDBG partner cities of Fresno County while a formal procurement for new services is completed at which time updates to the Action Plan would be revisited.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The maximum cost of the recommended amendments is $30,375. Both Boys and Girls Clubs of Fresno County (BGC) and Westside Youth, Inc. (WSY) will receive a maximum of $11,250 and Marjaree Mason Center, Inc. (MMC) will receive $7,875. The agreements will be fully funded with CDBG funds. Sufficient appropriations and estimated revenues were included in the Office of Housing and Homelessness’ (OHH) Org 5428 FY 26-27 Recommended Budget.
DISCUSSION:
OHH has been designated to administer and implement the CDBG social services activities in accordance with Title I of the Housing and Community Development Act of 1974. These activities may prevent persons and families from becoming recipients of public assistance, reduce delinquency and crime, and contribute to the overall welfare of the County’s economy.
On August 10, 2021, the Board approved Agreement No. 21-312 with BGC, Agreement No. 21-313 with MMC, and Agreement No. 21-314 with WSY for CDBG funded social service programs for three-year terms each with a maximum compensation of $128,526.
On August 20, 2024, the Board approved the first Amendments to extend the terms by 12 months and increase the maximum compensation for each agreement by $42,842 for a total maximum compensation of $171,368 per agreement.
On August 5, 2025, your Board approved the second Amendments to extend the terms by 12 months and increase the maximum compensation for each agreement by $42,842 for a total maximum compensation of $214,210 per agreement.
On May 19, 2026, your Board approved the FY 2026-27 Annual Action Plan, including $135,000 of CDBG Public Services funds to support various community-based social services. The specific providers were not included as they had not yet been selected.
MMC provides temporary housing and supportive services including therapy, legal assistance, education, and advocacy to victims of domestic violence residing in the CDBG partner cities and unincorporated areas of Fresno County. BGC and WSY provide youth afterschool recreational activities, tutoring, mentoring, homework assistance, and gang and substance abuse prevention education. BGC serves youth through their Del Rey, Sanger, and Selma locations. WSY serves residents in Mendota and provides public health awareness education, community presentations, and food distributions to adults in the community.
Approval of first three recommended actions will allow BGC, MMC, and WSY to continue their CDBG funded programs beyond the typical maximum County contract term of five years. The extensions are necessary for ongoing services to continue while OHH completes a formal procurement process to select providers for the next round of CDBG social services providers. The recommended increase for MMC, which is lower than the other two, is based on their spending over the last fiscal year. The remaining CDBG funding for approximately 9 months of the year will be awarded through this procurement, along with future anticipated years of funding. Once the procurement process is finalized, staff will return to your Board for approval of one or more subrecipient agreements to provide CDBG social services. The General Services Department - Purchasing Division concurs with this recommendation.
Approval of the fourth recommended action will amend the 2026-27 CDBG project Summary in AP-38 of the FY 2026-27 Action Plan to update planned activities and the public services list in the Appendix of the Action Plan to identify specific social services agencies to receive funding for the CDBG Public Services project. The addition of these social services agencies to the FY 2026-27 Action Plan is considered a substantial amendment and requires a noticed public meeting. Notice of today’s meeting was published in the Business Journal on July 24, 2026. Revisions to the FY 2026-27 Action Plan are shown on Exhibit A - Substantial Amendment to FY 2026-27 Annual Action Plan.
