SUBJECT:                     Agreement with Marjaree Mason Center, Inc. for the CalWORKs Family Stabilization Program

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Marjaree Mason Center, Inc., for domestic violence services, effective July 1, 2020, not to exceed five consecutive years, which includes a one-year base contract and four optional one-year extensions, total not to exceed $4,000,000.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow Marjaree Mason Center, Inc. (MMC) to provide domestic violence services in accordance with the California Department of Social Services’ (CDSS) California Work Opportunity and Responsibility to Kids (CalWORKs) Family Stabilization Program (FSP) to Welfare-to-Work (WTW) participants. The cost of these services will be offset with allocated CalWORKs FSP funds. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to approve the recommended action; however, the Department will be unable to provide domestic violence services to vulnerable families working toward removing domestic violence as a barrier to self-sufficiency.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the agreement ($4,000,000) will be offset using CalWORKs FSP funds. Sufficient appropriations and estimated revenues will be included in the FY 2020-21 Recommended Budget for the Department of Social Services, Org 5610, and will be included in subsequent budget requests. 

 

DISCUSSION:

 

The CalWORKs FSP was authorized through WIC 11325.24 in January 2014. FSP is a component of the CalWORKs WTW program that provides intensive case management and crisis intervention to families to ensure a basic level of stability in combination with existing barrier removal services. The goal of FSP is to provide CalWORKs families that are experiencing a domestic violence crisis with case management and mental health services, tailored to meet their individual needs in becoming self-sufficient. FSP services are available to all family members, including children.

 

A Request for Proposal (RFP) for FSP services was released on February 11, 2020 and closed on March 13, 2020. Two bids were received, and both were deemed responsive by the Internal Services Department - Purchasing Division. On April 1, 2020, a review committee met to evaluate the bids and unanimously recommended MMC for funding. 

 

MMC is projected to serve 500 WTW clients annually in both metropolitan and rural Fresno County. Program services will include, but not be limited to domestic violence-specific intensive case management, mental health, and children’s supportive services. Services will target CalWORKs WTW participants and their families, including children.

 

The County’s District Attorney and Sheriff serve on the Board of Directors for MMC; therefore, any recommended agreements between the County and MMC are brought before your Board for authorization, pursuant to the Charter of the County of Fresno, Section 41. County Counsel has reviewed the recommended agreement and can approve as to legal form if your Board chooses to execute the agreement.

 

If approved, the recommended Agreement will be effective July 1, 2020 through June 30, 2025, provided all optional years are renewed, adequate funding is available, and contracted services continue to meet the needs of Fresno County’s WTW consumers and the expectations of the Department. The agreement may be terminated without cause by either party upon providing 30-day advance written notice.
