SUBJECT:                     Budget Resolution for American Avenue Disposal Site Enterprise Fund

 

RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2025-26 appropriations for American Avenue Disposal Site (AADS) Org 9026 in the amount of $425,000 using American Avenue Disposal Site Enterprise Fund 0700 General Reserves for operational costs related to rebuilding the powertrain and undercarriage of a Caterpillar D8T Dozer (4/5 vote).

REPORT

Approval of the recommended action will provide funding to rebuild the powertrain and undercarriage of the Caterpillar (Cat) D8T dozer for the AADS. The rebuild of the Cat D8T dozer will extend its useful life by five years. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If your Board does not approve the recommended action, AADS will be unable to repair the dozer. Without this equipment, the landfill will not be able to maintain critical operational flow and ensure environmental compliance.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The increase in appropriations will pay for the rebuild, funded by AADS Enterprise Fund 0700, Org 9026 General Reserves.

 

DISCUSSION:

 

The County owns and operates the American Avenue Disposal Site, located approximately 26 miles west of Fresno’s city limits on American Avenue in the City of Kerman.

 

In February 2020, the Department replaced the older Cat D9T dozer (acquired in December 2007) with a more efficient and environmentally friendly Cat D8T dozer. For over five years, the Cat D8T has operated at full capacity and is essential for the safe and effective spreading, compaction, and covering of waste materials.

 

As with all heavy equipment, aging components require significant repairs to maintain performance and safety standards. The proposed rebuild of the Cat D8T qualifies as a capital expenditure, meeting both the cost threshold and the requirement to extend the equipment’s useful life.

 

Approval of this item will authorize the Department to proceed with the rebuild, ensuring continued operational reliability and maximizing the County’s investment.
