SUBJECT: Contribution of Funds for Community Outreach Events
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Department of Behavioral Health to participate in community outreach events for fiscal year 2025-26, per Administrative Policy 80.
REPORT
Administrative Policy 80 was approved to govern department contributions for non-County events, causes, or anything similar. The purpose of this agenda item is for the Board to consider and approve the events the Department of Behavioral Health may participate in which require a registration fee or event sponsorship. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Department will not participate in the identified events which require a registration fee or event sponsorship.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs associated are estimated to be $3,500. Sufficient appropriations are included in the Department’s Org 5630 FY 2025-26 Recommended Budget. Actual costs will be determined by actual events attended.
DISCUSSION:
During the Board of Supervisors’ Committee Reports and Comments section of the June 10, 2025 meeting, your Board discussed department sponsorships and financial contributions to community events. Direction was given to the CAO to create a process for approval for events that County departments may participate in or contribute funding towards. Additionally, your Board directed that the CAO return at a later date to discuss and recommend what County departments may celebrate or participate in.
On July 8, 2025, Administrative Policy 80 - Department Contributions of Funds for Non-County Events or Causes, was approved by your Board ensuring that the County follows a consistent process when departments seek to make contributions of funds for non-County events, causes, or anything similar.
On August 5, 2025, your Board discussed and provided direction on an approval process for any celebration and recognition by County departments.
The Department participates in various outreach events to promote mental health, substance use disorder, and suicide prevention awareness which helps reduce stigma, increase literacy and awareness, and provide earlier access to supports. Such events may require a registration fee and/or sponsorship. The following events as well as the cost per event for FY 2025-26 are presented for your Board’s approval:
- SoberStock XX – September 2025 - $2,000
Funds will be paid directly to the event organizer, Community Partners 4 Recovery. Sponsorship covers stage setup and related production needs for performances and speakers. DBH has contributed $2,000 annually for this purpose for many years. In addition, DBH hosts an outreach table providing mental health, substance use disorder, and suicide prevention education materials.
- Central Valley Veteran’s Day Parade – November 2025 - $1,500
Funds will be paid to the event organizer, Central Valley Veteran’s Day Parade, for parade entry fees. DBH staff will participate in the parade, distribute educational resources, and provide information on mental health, substance use disorder, and suicide prevention services for veterans and their families.
Approval of the recommended action would allow for the Department to participate in the events listed above. There are other events that may occur throughout the year which may require nominal registration fees. The Department will return to your Board for approval for such events.
