DATE: November 3, 2026
TO: Board of Supervisors
SUBMITTED BY: Steven E. White, Director
Department of Public Works and Planning
SUBJECT: First Amendment to Agreement No. 24-339 with Quinn Company to perform maintenance and repairs on landfill equipment at American Avenue Disposal Site (AADS)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the First Amendment to Agreement No. 24-339 with Quinn Company for landfill equipment maintenance and repair services, effective upon execution, with no change to the term of July 1, 2024 through June 30, 2029, and increasing the maximum by $1,500,000 to a total of $9,000,000.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will increase the agreement maximum by $1,500,000, allowing Quinn Company (Quinn) to perform maintenance and emergency repairs on landfill equipment at the American Avenue Disposal Site (AADS). This item pertains to a location in District 1, but the impact is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. The landfill equipment requires ongoing maintenance and repair services from Quinn, the sole Caterpillar-authorized maintenance and repair provider permitted by Caterpillar, Inc. to service Cat equipment. The additional contract capacity is necessary to support ongoing maintenance and repair needs and sustain operations at AADS.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. All work-related expenditures will continue to be funded by tipping fee revenues collected at AADS through the AADS Enterprise Fund Org 9026. Approval of the recommended action will increase total compensation by $1,500,000. The maximum compensation for FY 2026-27 will increase by $500,000, for FY 2027-28 by $500,000, and for FY 2028-29 by $500,000. Sufficient appropriations and estimated revenues are included in the Department’s Org 9026 FY 2026-27 Adopted Budget and will be included in future budget requests.
DISCUSSION:
The Department of Public Works and Planning operates the County’s disposal site located at 18950 W. American Avenue in Kerman, California, which currently relies on a fleet of 15 Caterpillar (Cat) heavy-equipment units to perform essential daily landfill functions, including waste compaction, material movement, and overall site maintenance.
Throughout their lifecycle, these units require continuous service, including routine maintenance, warranty-mandated repairs, and unanticipated corrective work. As equipment ages, repair frequency and complexity increase, resulting in higher service demands and greater operational impacts when units are down. Sustaining reliable equipment performance is therefore essential to maintaining safe, compliant, and efficient landfill operations.
On June 18, 2024, the Board approved Agreement No. 24-339 with Quinn, the sole Caterpillar-authorized maintenance and repair provider permitted by Caterpillar, Inc. to service Cat equipment within Fresno County. The agreement establishes a three-year term beginning July 1, 2024, with a maximum of $4,500,000, and includes options for two additional one-year renewals at $1,500,000 per year, allowing unused annual maximums to be carried forward into Years 4 and 5, for a total contract maximum of $7,500,000.
During the first year of the agreement, expenditures totaled $1,890,157, followed by $1,472,368 in the second year. As the Department progresses through the current fiscal year, staff anticipate a substantial rise in repair costs due to the aging condition of several major pieces of equipment and the number of active service calls for downed units. Current service needs include repairs to one lube truck, two roll-off trucks, and two tarp machines, all of which are contributing to increased repair volumes and higher costs expected to continue throughout the fiscal year and beyond. In order to maintain safe, compliant, and uninterrupted landfill operations, an increase to the agreement maximum is required to support elevated repair needs and rising associated costs.
Continued reliance on Quinn remains essential to maintaining operational continuity at AADS, as no alternative vendor is authorized to service Cat equipment within the County. The anticipated increase in repair needs and associated costs underscores the need to ensure adequate contract capacity to support ongoing maintenance and repair services required for safe, compliant, and efficient landfill operations.
