Adopt plans and specifications for Contract No. 19-17-C, Waterworks District 41W Asbestos Concrete Pipeline Replacement, and award Contract No. 19-17-C to the low bidder, Dawson-Mauldin, LLC, 1071 E. Nebraska Ave., Selma, CA 93662 in the amount of $2,895,759.

REPORT

Approval of the recommended action will adopt the project plans and specifications and award a Waterworks District funded water improvement project (Project).  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Project will be delayed.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The anticipated construction cost, based on the low bid and including a reduction for a planned change order to remove a component of work, as well as an allowance for contingencies, is $2.9 million. The Project is funded by revenues collected from the residents of Waterworks District No. 41W (WWD 41W), Org 9361. Sufficient appropriations ($2.6 million) to fund the project through the remainder of this fiscal year are included in the Department of Public Works and Planning’s Org 9361 FY 2019-20 Adopted Budget.  Unspent amounts plus additional appropriations to fund the remainder of the project’s construction will be included in the Department’s FY 2020-21 recommended budget.

 

DISCUSSION:

 

The work to be done consists, in general, of installing 13,550 linear feet of water mains to replace the existing asbestos-cement water mains, as well as reconnecting existing service lines to the new mains, fire hydrants, and other appurtenant work within the WWD 41W water distribution system.  The bid also includes slurry sealing sections of roadway where the pipeline will be installed, however staff intends to remove this component of work as this area will be included in a future countywide slurry seal contract.  By utilizing the countywide slurry seal contract, the roads adjacent to the Project Boundary will be slurry sealed at the same time and WWD 41W will only be responsible for funding the portion of roadway disturbed by the Project.  The contractor will run temporary service lines to ensure that the water system will remain operational during construction.  It is anticipated that construction will take six months, beginning in April 2020 and ending in October 2020. Construction needs to be completed before the snow season begins, to prevent lengthy construction delays.

 

On January 28, 2020, the Department issued a Notice to Bidders for the Project, using the Department’s standard instructions and construction contract template.  On February 27, 2020, the Department held a bid opening and three bids were received.  The low bid was $2,895,759, which is $591,188, or 25.65%, higher than the engineer’s estimate of $2,304,571. The difference was largely due to higher than anticipated costs of fire lines, temporary water supply lines, and slurry seal.
