SUBJECT: Department Contribution of Funds for Community Outreach Event
RECOMMENDED ACTION(S):
TITLE
Approve and Authorize the Department of Social Services to contribute funds to participate in the Fresno Rainbow Pride Festival for FY 2025-26, per Administrative Policy No. 80.
REPORT
Administrative Policy No. 80 was established to govern departmental contributions for non-County events, causes, or anything similar. The purpose of this agenda item is to present to the Board for consideration and approval the events that the Department of Social Services may attend that require a registration fee or similar participation cost.
ALTERNATIVE ACTION(S):
Should your Board choose not to approve the recommended action, the Department will not participate in the Fresno Rainbow Pride Festival in June 2026.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs associated with Administrative Policy No. 80 for contributions to non-County events, causes or anything similar is one hundred dollars ($100) which will be offset with State and Federal allocations. Sufficient appropriations are included in the Department’s Org 5610 FY 2025-26 Adopted Budget.
DISCUSSION:
On July 8, 2025, your Board approved Administrative Policy No. 80 - for Department Contributions of Funds for Non-County Events or Causes to develop a consistent process for departments to comply with when requesting to contribute to or participate in non-County events, causes or anything similar.
On August 5, 2025, your Board discussed and provided direction to the CAO’s office to establish an approval process for departments to adhere to when seeking to contribute funds, recognitions or celebrations to support the community.
The Fresno Rainbow Pride Festival provides an opportunity to promote essential services and network with other service providers to create a more comprehensive network of care for LGBTQ+ youth. Currently, 30% of youth in the foster care system identify as LGBTQ+ and generally have poor outcomes regarding mental health, homelessness, substance abuse, education and permanency compared to non-LGBTQ+ foster youth. Participation in this event allows the Department to foster a positive and engaging environment that supports education, builds community trust and connection with Fresno County families who may not be aware of all the resources available to them.
The Department will have a booth set up at the festival to provide educational materials promoting supportive services available to the LGBTQ+ community. The $100 fee is not a sponsorship and will be used to pay the registration fee to utilize a 10’x10’ booth space. The educational materials provided include information regarding Medi-Cal benefits, CalFresh benefits, assistance with homelessness, domestic violence, employment training, and services available through local Neighborhood Resource Centers.
