SUBJECT: Retroactive Agreement with Kings View
RECOMMENDED ACTION(S):
TITLE
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP34), determine that an exception to the competitive bidding requirement under AP 34 is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with Kings View as the vendor is uniquely qualified to provide street outreach throughout Fresno County; and
2. Approve and authorize the Chairman to execute Retroactive Agreement with Kings View for street outreach homeless services, effective from July 1, 2026 through December 31, 2026, which includes a three-month base term and a three-month optional extension, total not to exceed $400,000.
REPORT
There is no Net County Cost associated with the recommended actions. Approval of the recommended actions will waive the competitive bid process and approve a retroactive agreement with Kings View to provide street outreach to people living in metro, rural, or unincorporated areas in Fresno County who are experiencing unsheltered homelessness. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board elect not to approve the recommended actions, the County would have a lapse in street outreach services in Fresno County, preventing many individuals from getting the linkages needed to jumpstart their journey towards permanent housing.
SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:
It is requested that the County find under Administrative Policy No. 34 that an exception to the competitive bidding requirement is satisfied, and a suspension of competition is warranted due to unusual or extraordinary circumstances as Kings View is uniquely positioned to continue providing street outreach services as they have been the current provider for the past five years and additional time is needed to finalize the formal procurement process for street outreach services.
RETROACTIVE AGREEMENT:
The recommended Agreement is retroactive to July 1, 2026, as the formal procurement process is taking longer than expected due to a complete redesign in countywide street outreach services. A purchasing agreement was being developed when it was determined that a longer period of coverage would be needed to ensure continuous services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The maximum cost of the recommended Agreement ($400,000) will be fully offset with existing U.S. Department of Housing and Urban Development Emergency Solutions Grants (ESG) and California Department of Housing and Community Development Homeless Housing Assistance and Prevention (HHAP) Program funds. Sufficient appropriations and estimated revenues were included in the Office of Housing and Homelessness’ (OHH) Org 5428 FY 26-27 Recommended Budget. The anticipated funding committed during the retroactive period of this agreement is estimated at approximately $121,739.
DISCUSSION:
On June 22, 2021, the Board approved Agreement No. 21-214 with Kings View to deliver integrated mental and supportive housing services to adults who are homeless, or who are at imminent risk of becoming homeless, and have a serious mental illness and/or co-occurring disorder, to enable this population to live in the community and to avoid homelessness, hospitalization, and/or jail detention. On August 24, 2021, the Board approved Amendment No. 1 to Agreement No. 21-214 (No. 21-214-1) to utilize Community Development Block Grant-Coronavirus (CDBG-CV) and Coronavirus Aid, Relief, and Economic Security (CARES) Act funds to fund the Mobile Outreach Project through FY 2021-22. On May 17, 2022, the Board approved a superseding Agreement (No. 22-208) to replace Agreement No. 21-214.
On May 9, 2023, the Board approved Amendment No. 1 to Superseding Agreement No. 22-208 (No. 23-206) to expand the dedicated mobile outreach team using other State homelessness funding (HHAP funding programs) to further extend the STARS component through June 30, 2026, using HHAP Rounds 1 - 4 allocated funds and ARPA funding.
On June 20, 2023, the Board approved Agreement (No. 23-295) to amend, replace, and supersede Agreement No. 22-208, as amended, with Kings View for California Advancing and Innovating Medi-Cal requirement updates including payment structure changes with extensions to the term.
On July 9, 2024, the Board approved Amendment No. 1 to Agreement No. 23-295 with KV (No. 24-371) to revise contractual language, extend the term by one year, and increasing the maximum compensation using HHAP funding by $1,569,264 to a total of $4,161,520.
On November 18, 2025, the Board approved Amendment No. 2 to Agreement No. 23-295 (No. 25-858) to roll over unspent funds from FY 2024-25 and increase the maximum compensation by $8,448 to a total of $4,169,968.
The Kings View outreach program delivers critical street-based outreach and support to individuals experiencing homelessness in remote and underserved regions.
Approval of the recommended actions will allow Kings View to continue providing street outreach homeless services beyond the typical maximum County contract term of five years. The extension is necessary for ongoing services to continue while OHH completes a formal procurement process to select provider(s). Once the procurement process is finalized, staff will return to your Board for approval of one or more subrecipient agreements to provide street outreach homeless services. General Services concurs with this recommendation.
