SUBJECT: Department of Behavioral Health Canon EOS C70 Purchase
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Clerk of the Board to execute Budget Transfer No. 2 transferring FY 2023-24 appropriations in the amount of $14,000 from Account 7295 (Professional and Specialized Services) to Account 8300 (Equipment) within the Department of Behavioral Health Org 5630 ($14,000) for the purchase of a Canon EOS C70 Cinema Camera and associated accessories.
REPORT
Approval of the recommended action will allow the County to purchase a Canon EOS C70 Cinema Camera, as well as necessary accessories that will allow for the production of media marketing, advertising, and public relations services for programs throughout the Department of Behavioral Health to assist in promoting public mental health awareness and reducing stigma. The recommended agreement will be funded with Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) funds, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended agreement, the Department of Behavioral Health (DBH) Public Behavioral Health will continue to contract out marketing services at a higher rate than it would cost to create marketing materials.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The total estimate cost ($14,000) will be fully funded with MHSA - PEI funds. The recommended budget transfer will move existing appropriations in FY 2023-24 within the DBH - 56304564 Org to Program No. 91929. The recommended budget transfer will increase appropriations in FY 2023-24 in the Equipment Fund account 8300 using fund balance from account 7295. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2023-24 Adopted Budget.
DISCUSSION:
On April 23, 2019, your Board approved Agreement No. 19-178 with Two Q, Inc., dba JP Marketing to provide media communication and advertising services for the Department.
On February 25, 2020, your Board approved Amendment I to add market research groups for diverse populations to promote public mental health awareness and reducing stigma in the County, increasing the maximum by $70,000 to a total of $2,420,000.
On May 11, 2021, your Board approved Amendment II to add substance use disorder awareness campaigns on the dangers of Fentanyl and lifesaving drug Narcan, increasing the maximum by $50,000 to a total of $2,470,000.
The Department has used JP Marketing for the past the past four fiscal years and is beginning to see data that the campaigns are having a positive impact on the residents of the County. The data has shown increased views of the Department’s webpage as well as an increase in behavioral health awareness from focus group feedback. The campaigns have included Suicide Prevention, Mental Health Awareness, Mental Health Stigma Reduction, Substance Use Disorder Prevention, Substance Use Disorder Access, Fentanyl and Naloxone Awareness. All the campaigns have run through the entirety of the COVID-19 public health emergency and have been vital for assisting residents in improving their behavioral health.
Approval of the recommended action will allow DBH Public Behavioral Health to continue to develop and disseminate countywide PEI project campaigns, programs, resources, and materials, provide subject matter expertise in suicide prevention and stigma and discrimination reduction to support local PEI efforts, develop local and statewide capacity building support and new outreach materials for county and community stakeholders. The primary focus of these programs is to promote mental health and wellness, suicide prevention, and healthy equity to reduce the likelihood of mental illness, substance use, and suicide among Californians, particularly among diverse and underserved communities in service of the standards set out under the PEI guidelines specified in the MHSA.
The addition of this equipment will allow the Department to create and produce more of its own content to be utilized for marketing, advertising, special projects, public service announcements, education, and training. By not having to outsource minor projects, this equipment purchase will allow the department to do more work internally, resulting in projected savings of $20,000 to $30,000 a year, while still maintaining support, education, training, and furthering the Department’s efforts around mental health, substance use, and suicide prevention.
