SUBJECT:                     Agreement with Regents of the University of California for Behavioral Health Training

 

RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to suspend the competitive bid process consistent with Administrative Policy No. 34 as the Regents of the University of California is a state governmental agency; and

 

2.                     Approve and authorize the Chairman to execute an Agreement with the Regents of the University of California, on behalf of the University of California, Davis Extension, to provide training for Department of Behavioral Health staff, effective July 1, 2023 through June 30, 2026, total not to exceed $449,992.

REPORT

Approval of the recommended actions will allow the Regents of the University of California (UC Davis Extension) to continue providing customized human services training to Department of Behavioral Health (DBH) staff with a 7% in-kind contribution by the UC Davis Extension. The agreement includes a maximum compensation of $149,997 for each contract year with no increase in Net County Cost.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve the recommended actions, DBH will no longer provide customized training such as case management and behavioral health funding courses. UC Davis Extension is the only agency that provides customized training for statewide county human services staff.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department’s request to waive the competitive bidding process is consistent with Administrative Policy No. 34 as the agreement is with UC Davis Extension, which is a state governmental agency and best suited to provide specialized human services training. The Internal Services Department - Purchasing concurs with the Department’s request to waive the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Costs for services provided under this agreement ($449,992) are 100% funded by Mental Health Services Act - Workforce Education and Training (WET) and Realignment funds. Sufficient appropriations and estimated revenues will be included in DBH Org 5630 FY 2023-24 Recommended Budget and will be included in subsequent budget requests for the duration of the agreement.

 

 

DISCUSSION:

 

UC Davis Extension has provided Federal and State mandate trainings to the Department of Social Services since 1989 and Human Services Workforce Development trainings to the Department of Behavioral Health since 2017. It combines the vast resources of the University of California with the ability to support and respond to the changing needs of human service organizations. UC Davis extension provides training and services to all 58 California counties, more than a dozen states, 37 Native tribes and hundreds of organizations by delivering nearly 2,000 training days each year through custom on-site trainings, traditional classroom courses, institutes and online courses.

 

On December 11, 2018, the Board approved Agreement 18-697 with UC Davis Extension to provide trainings for DBH staff. For the five-year duration of the Agreement, UC Davis Extension provided 35.29 training days, equivalent to 200 hours of training to DBH staff. Training series topics included Supportive Supervision, Project Management, and Foundational Analyst Skills. When the Department began remote work because of the COVID-19 pandemic, UC Davis provided trainings on Successful Telework and Practicing Mindfulness at Work to aid in this transition.

 

In addition to continuing the trainings noted above, other training topics available in this agreement include cultural competency trainings on Unconscious Bias in the Workplace and specialized trainings for the Department’s Community Mental Health Specialists.

 

The recommended agreement utilizes UC Davis Extension’s mutual hold harmless language that was approved in 2018. The Department believes moving forward with the agreement with UC Davis Extension without changes to the hold harmless is in the County’s best interest as its workforce will benefit from the core competency trainings, outweighing the risk to the County.
