SUBJECT: Salary Resolution Amendment
RECOMMENDED ACTION(S):
TITLE
Approve Amendments to the Salary Resolution, Section 100 - Alphabetical Position Listing and Section 200 - Tables of Positions to align with the approved reorganization of the Internal Services Department, effective March 31, 2025, as reflected in Appendix “E”.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will amend Sections 100 and 200 of the Salary Resolution by retitling and reclassifying positions impacted by the recent reorganization of the Internal Services Department (ISD) to the Information Technology Services Department (ITSD) and the General Services Department (GSD). This item is countywide.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended actions, in which case the ITSD and GSD organizational structures would remain unchanged and will not align with the reorganization of the Internal Services Department as adopted by your Board on January 28, 2025.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations and estimated revenues are included in the ISD - Information Technology Org 8905 and ISD - Facility Services Org 8935 FY 2024-25 Adopted Budgets and will be included in the ITSD and GSD FY 2025-26 Recommended Budget requests.
DISCUSSION:
On January 28, 2025, your Board conducted the second hearing to adopt the proposed amendments to Fresno County Ordinance Code, Title 2 Administration, reorganizing the Internal Services Department into two separate departments: ITSD and GSD, which took effect on February 27, 2025.
The recommended action before your Board is a necessary step to update the ITSD and GSD organizational structures, including the following:
• Retitle the Assistant Director of Internal Services to Assistant Director of Information Technology;
• Retitle the Deputy Director of Internal Services to Deputy Director of General Services;
• Reclassify three Business Systems Analyst positions to Staff Analyst;
o These positions will now serve under the respective divisions of GSD and administer various programs, such as the Parking Program and Capital Planning.
• Reclassify one Senior Business Systems Analyst position to Senior Staff Analyst;
o This position will provide an additional resource to administer contracts and human resource programs and functions under ITSD.
• Reclassify one Financial Program Manager position to a Departmental Business Manager;
o This position will oversee Business Office functions under ITSD.
• Reclassify one Internal Services Division Manager to a Program Manager; and
o Under GSD’s Facilities Division, this position will oversee administrative functions of the work control center, work order system, and communication to customer departments.
• Delete the Internal Services Division Manager from the ISD - Facility Services Org 8935.
Reclassifying these positions will better align with ITSD’s and GSD’s organizational structures to increase efficiencies and improve processes.
Approval of the recommended action will also retitle each respective department name within the Salary Resolution.
