RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Second Amendment to Master Agreement No. A-22-213 for Training Services to revise the fee schedule and add vendor NexGen Training Solutions, LLC, effective July 1, 2026, with no change to the term of June 1, 2022 through June 30, 2027, or compensation maximum of $795,000.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will add NexGen Training Solutions, LLC (NexGen) to Master Agreement No. A-22-213, providing the Department with access to mandated certified courses not offered by existing vendors. These courses meet the Standards and Training for Corrections (STC) requirements established by the Board of State and Community Corrections (BSCC). Approval of the recommended action will also allow the County to adopt the BSCC change in reimbursement from a training tuition reimbursement to a training cost reimbursement policy with an increased cost rate for STC certified courses. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, NexGen will not be added to the agreement, and the Department will not have access to the mandated STC training courses offered by NexGen.  Additionally, Probation will not adopt the BSCC new maximum training cost and therefore will not remain competitive in the market which may result in vendors declining training assignment offers from Probation in favor of consumers accepting a higher cost rate, thus limiting the Department’s access to mandated STC Training courses. The Department would work with the Purchasing Division of the General Services Department to identify alternatives training options.  This process could result in a lapse of services and place the Department out of compliance with mandated STC training requirements.

 

RETROACTIVE AGREEMENT:

 

Due to length of time required to prepare the recommended amendment and have it reviewed and approved by the vendors; this item is coming to the Board retroactively. The final vendor signature was obtained on July 23,2026.

 

FISCAL IMPACT:

 

There is no increase in the Net County Cost associated with the recommended action.  Sufficient appropriations and estimated revenues are included in Probation’s FY 2026-27 Recommended Budget for Probation’s Org 3430 and will be included in subsequent budget requests.

 

DISCUSSION:

 

Probation Peace Officer staff, including Deputy Probation Officers (DPOs) and Juvenile Correctional Officers (JCOs), are mandated to complete a minimum number of annual training hours.  In order for training to count toward this mandate, each training course must be STC-certified by BSCC.

 

On May 17, 2022, the Board approved Master Agreement No. A-22-213 for STC-certified training services with fifteen STC-certified training vendors.  There are currently ten STC-certified training vendors remaining under contract to provide the required training courses, as set forth in the agreement. Two vendors chose not to extend for the final year of the agreement.

 

On August 5, 2025, your Board approved Amendment No. 1 for the retroactive assignment of SRT Executive Services, LLC to assume all rights and obligations of Embassy Consulting Services, LLC under Master Agreement A-22-213, with no change to the agreement term or maximum compensation.

 

On April 16, 2026, the BSCC Board met, considered and approved replacing the training tuition maximum rate of $18.75 per hour per attendee and $150 per eight-hour per attendee for certified STC courses with a new maximum training cost rate of $28.75 per hour per attendee and $230 eight-hour per attendee per course. This change went into effect July 1, 2026.

 

Approval of the recommended will amend the Master Training Agreement A-22-213 to add NexGen, a vendor with law enforcement background and instructional capabilities not available from current vendors.  NexGen is certified by BSCC to deliver specific training courses that other contracted vendors are not certified to provide. Approval of the recommended action will also amend the Master training Agreement A-22-213 to adopt the BSCC training cost policy with an increased maximum hourly per attendee cost and eight-hour per attendee per course rate.
