Title: 1. RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances as CD-Data doing business as ParcelQuest is the sole provider of property data throughout the state; and,

 

2.                     Approve and authorize the Chairman to execute an Agreement with ParcelQuest for the exchange of property-related data from the Auditor-Controller/Treasurer-Tax Collector’s Office, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0).

REPORT

Approval of the recommended action will allow the Auditor-Controller/Treasurer-Tax Collector’s (ACTTC) Office to provide property-related data and maps maintained in the ACTTC property tax system, in exchange for allowing ACTTC staff to access ParcelQuest’s property-related data at no charge to the County. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, ACTTC will be unable to utilize property information from ParcelQuest’s system as part of its collection enforcement on debts owed by delinquent taxpayers.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The ACTTC’s request to waive the competitive bidding process is consistent with Administrative Policy No. 34, as ParcelQuest is the sole provider of property data for all 58 California counties, and obtains the information directly from the California county assessors. The Internal Services Department - Purchasing Division concurs with ACTTC’s request to suspend the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost or fiscal impact associated with the recommended action.

 

DISCUSSION:

 

ParcelQuest is the sole provider of county assessor property data from all 58 California counties. ParcelQuest obtains data directly from the California county assessors, which amounts to data regarding 13 million parcels of data across the state. The information is updated and in sync with county tax records.

 

The ACTTC’s Revenue Collections Unit (RCU) was established as a centralized collection and billing unit for the resolution of debts owed to the County by delinquent taxpayers. RCU utilizes the data in ParcelQuest for asset searches as part of their collection enforcement efforts. Because ParcelQuest’s system contains property information obtained throughout the state, RCU is able to access data statewide, instead of being limited to the County’s data.

 

The recommended agreement is for a three-year base term plus two optional one-year extensions. Approval of the recommended action will allow RCU to continue utilizing the data in ParcelQuest as part of its collection efforts in exchange for the County sharing its tax collector records data with ParcelQuest.
