DISCUSSION:

On June 5, 2018, the Board approved AP 76 establishing a formal process for awarding grants to non-governmental and non-profit organizations using General Fund discretionary revenues. The policy sets annual limits on grants at $2,500 per organization, requires annual expenditure reporting, and ensures that all awards align with the County’s mission, vision, and goals. All grants must also be considered during the budget process to control fiscal impact and maintain accountability.

The policy further specified that certain organizations were grandfathered in or exempt from the annual cap and allowed them to continue receiving grant amounts above the established threshold. This provision recognized existing contributions while ensuring future grants adhere to the new guidelines.

The list of exempt organizations will remain in the policy to identify those exempt from the general grant limitations and application process; however, the specific dollar amounts will be removed. Funding levels for these organizations are already approved by your Board through the County’s budget process, which allows for adjustments as needed, and have been included in the FY 2025-26 Adopted Budget. Removing the fixed amounts reduces the need to revise the policy on annual basis.
