RECOMMENDED ACTION(S):

TITLE

1.                     Adopt plans and specifications for Contract 24-23-C Waterworks District 40 - Water Supply Well(s) Construction, Grant Agreement No. 4600015924, and award to the lowest bidder Shaver Lake Construction, Inc., 41681 Tollhouse Rd., Shaver Lake, CA 93664-9650, in the total amount of $695,387; and

2.                     Authorize the Chairman to issue a change order to add the bid amount for Additive 1 of $584,760 if funding from the Department of Water Resources is approved.

REPORT

Approval of the first recommended action will authorize the award of the base bid of a California Department of Water Resources (DWR) Small Community Drought Relief Program funded water system improvement project.

 

Approval of the second recommended action will authorize the Chairman to award Additive 1 of the project pending approval of additional funds from DWR.

 

This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  This project is 100% funded through the Small Community Drought Relief Program grant received through DWR and accepted by your Board on April 9, 2024.  The current maximum amount of the grant is $1,202,000.  The anticipated construction cost for the project is $742,656.35, comprised of the base bid of $695,387 plus the Director’s allowance for change orders of $47,269.35.  Should the additional funds be authorized by DWR, the anticipated construction cost for the project is $1,356,654.35, based on the base bid of $695,387 and Additive 1 award of $584,760, plus the Director’s allowance for change orders of $76,507.35.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Waterworks District 40 - Shaver Springs Org 9360 FY 2024-25 Adopted Budget.

 

DISCUSSION:

 

Waterworks District 40 (WWD 40) was established in 1971 to provide community water and sewer for the unincorporated community of Shaver Springs located east of Tollhouse Road, near the intersection of Tollhouse Road and Shaver Springs Road.  WWD 40 experiences ongoing water supply and quality issues with the aging infrastructure and the County has been working closely with the Citizens Advisory Committee for WWD 40 to find a new water source to meet the needs of the area.

 

County staff submitted an application to the DWR Small Community Drought Relief Program in January 2022, seeking financial assistance to try and find a clean sustainable source of water for the District.  Your Board approved and accepted the drought grant funding on April 9, 2024.

 

The work to be done consists, in general, of the construction of up to two new wells with necessary appurtenances and installation of necessary piping to the existing distribution system within the community of Shaver Springs, approximately 40 miles northeast of the City of Fresno.

 

The project was advertised on February 18, 2025 and a bid opening was held on March 13, 2025.  One bid was received in the amount of $1,280,147, from Shaver Lake Construction, Inc., which was $291,042 or 29.42% higher than the engineer’s estimate of $989,105.

 

Staff are currently reaching out to DWR to request additional funding for Additive 1 of the project and, while waiting for the determination, construction will begin on the base bid portion of the work for the project.  If the second recommended action is approved, construction of Additive 1 will commence once funding is secured.

 

Plans and Specifications were prepared by Provost & Pritchard Consulting Group and Pezzoni Engineering, Inc. and are on file with the Department.  Department staff has determined that the Waterworks District 40 - Water Supply Well(s) Construction is categorically exempt from the provisions of CEQA under Section 15303 - New Construction or Conversion of Small Structures.  It is anticipated that construction will commence in June 2025 and will be completed in Winter 2025.
