SUBJECT:                     Approval of Administrators for Mod C

RECOMMENDED ACTION(S):

TITLE

Approve Resolution designating administrators for the County’s Transitional Shelter Care Facility, Mod C.

REPORT

The Board of Supervisors, acting as the governing body for Mod C, approve Rita Bohannon, Marshunda Harding, Danielle Nieto, Jessica Carrillo, Janya Tyler, and Camille Wilson as administrators for Mod C. Approval of the recommended action is required to meet the operating standards set forth by the California Department of Social Services (CDSS) Community Care Licensing Division (CCLD) for a Transitional Shelter Care Facility (TrSCF). This item is countywide.

ALTERNATIVE ACTION(S):

Should the Board of Supervisors not approve of administrators for Mod C, CCLD will not issue a license for Mod C as a Transitional Shelter Care Facility.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations for the operational and administrative costs of Mod C are included in the Org 5610 FY 2024-25 Recommended Budget, and will be included in future budget requests for the duration of the contract term.

DISCUSSION:

On February 6, 2024, the Board of Supervisors approved a resolution, an agreement of essential terms with CDSS and other operation plans, statements and policies that would allow the Mod C facility located at 4445 E. Inyo Avenue, Fresno, California to receive a provisional license as a Transitional Shelter Care Facility for juveniles in the dependency system in need of short-term shelter while appropriate placements were located. The Operating Standards incorporated into the Essential Terms of Agreement state at Section 86664(c):

“(c) The licensee by and through its board of directors, may designate any person to be the administrator provided that they meet the qualifications specified in this section of the Operating Standards, and in applicable regulations in Title 22, Division 6, Chapters 2 through 7.”

Previously, the Board of Supervisors designated the Director of Social Services to be the Executive Director and maintain ongoing TrSCF operations, which includes the authority to “designate and provide oversight to an administrator pursuant to the regulations.” CDSS CCLD has clarified that, although the Executive Director for Mod C can designate and provide oversight to an administrator pursuant to the regulations, these decisions must be brought to the governing body for final approval.

In accordance with the Transitional Shelter Care Facility Operating Standards provided by CDSS CCLD, administrators shall perform the following duties:

1.                     Direction and evaluation of a transitional shelter care facility within the limits of the functions and policies established by the licensee.

2.                     Assist in the preparation of the facility's budget and management of expenditures according to the facility's budget limitations.

3.                     Organization of the work of the facility and delegation of responsibility to staff members and contractors.

4.                     Assessment of the facility operations and program; and reporting to the licensee and making recommendations to address identified problems.

5.                     Recruitment, appointment, evaluation and termination of staff.

6.                     Recruitment, selection, and evaluation of contractors to provide care, supervision, and services to clients of the facility, and initiation of termination of contracts.

7.                     Development of a plan for the orientation, development and training of staff, as specified in Section 86665(t).

8.                     Review of complaints made by children or their authorized representative(s) as specified in Section 86672.2(a), and deciding upon the action to be taken to handle the complaint.

Designation of administrators comes from Executive Director of Mod C through a completed LIC 308 “DESIGNATION OF FACILITY RESPONSIBILITY” form, which is then submitted to CDSS CCLD. Following the designation of administrators is the formal approval from the governing body.

Formal approval of Rita Bohannon, Marshunda Harding, Danielle Nieto, Jessica Carrillo, Janya Tyler, and Camille Wilson as administrators for Mod C will allow Fresno County to be in accordance with TrSCF operating standards and move forward with official licensure for Mod C.
