SUBJECT: Amendment III to Agreement with North Star Family Center
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute Third Amendment to Agreement No. 24-314 with North Star Family Center to continue case management services for Adult Reentry Planning Program participants, extending the term by one year from July 1, 2026, to June 30, 2027, with no change to the compensation maximum of $586,450.
REPORT
Approval of the recommended item will enable North Star Family Center (North Star) to continue providing case management services for the Adult Reentry Planning Program (ARPP) participants through June 30, 2027. There is no increase in Net County Cost associated with the recommended action, which is funded by the Edward Byrne Memorial Justice Assistance Grant (JAG), as established by the County’s grant Agreement No. 23-372 with the Board of State and Community Corrections (BSCC). This item is Countywide.
ALTERNATIVE ACTION(S):
If the Board does not approve the recommended action, the Probation Department would be required to discontinue these JAG funded case management services for the ARPP participants. The County would also be required to forfeit the remaining JAG grant funds allocated to case management services for ARPP participants.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs for services provided under this agreement will be fully offset with JAG funds. Sufficient appropriations and estimated revenues will be included in the FY 2026-27 Recommended Budget for Org 3432.
DISCUSSION:
On July 18, 2023, the Board approved and authorized the execution of the retroactive Grant Application/Agreement No. 23-372 with BSCC for the competitive funding award of the Edward Byrne Memorial Justice Assistance Grant (JAG) to the Fresno County Probation Department. The agreement was for the period of June 1, 2023 to December 31, 2026, in the amount of $2,837,831. The purpose of ARPP, which is fully JAG funded, is to develop reentry case management and supportive services for individuals who are incarcerated in the Fresno County Jail for at least sixty days, male or female, 18-40 years of age, affiliated or previously affiliated with a gang, and with a medium to high risk to reoffend. The goal of the ARPP is to facilitate successful reentry into the community, reduce gang activity after release from custody, reduce recidivism, and increase public safety.
On June 18, 2024, the Board approved and authorized Agreement No. 24-314 with North Star for evidence-based case management services to ARPP participants. Case managers conduct assessments to identify participants’ criminogenic and stabilization needs. Based on the results of the assessments, case managers and participants collaborate to develop a case plan with strategies to meet those needs.
On February 25, 2025, your Board approved and authorized a first amendment to Agreement No. 24-314 with North Star, which reallocated funds from “Fixed Assets” to “Services and Supplies”, and increased the “Services and Supplies” line-item total from $13,333.34 to $26,666.68. The reallocation allows North Star to maximize their compensation for operational needs and ensures Probation’s eligibility for full JAG Grant reimbursement.
On September 23, 2025, your Board approved and authorized a second amendment to Agreement No. 24-314, to expand the ARPP participant age group from 18-30 to 18-40 years of age and authorized the Chief Probation Officer (CPO) or his designee to approve and execute future budget modifications totaling up to 10% of the agreement maximum with no change to the maximum compensation. This expansion enabled the ARPP to serve a larger population to better support the program’s goal of reducing gang activity, while maximizing available grant funding before the end of the JAG grant term.
On April 16, 2026, the BSCC Board approved a request to offer JAG grantees a nine-month, no cost extension, extending the grant’s service period to June 30, 2027, and the grant period to September 30, 2027. The amendment to Agreement No. 23-372 effectively extends the grant service period from June 30, 2026, to June 30, 2027, and the grant term from December 31, 2026, to September 30, 2027.
Approval of the recommended action will allow North Star to continue to provide case management services to ARPP participants through June 30, 2027. This will also enable Probation to align the current Agreement No. 24-314 service period with the amended JAG grant period and maintain compliance with JAG Agreement No. A-23-372.
