SUBJECT: Award Contract 26-01-C Travers Creek Bridge Replacement on E. Manning Avenue
RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 26-01-C Travers Creek Bridge Replacement on E. Manning Avenue, Federal Project No. BRLS-5942(198) and award to the lowest bidder, Agee Construction Corporation, 1039 Hoblitt Avenue, Clovis, CA, 93612, in the total amount of $4,529,964.

There is no Net County Cost associated with the recommended action. Approval of the recommended action will authorize the award of a Federally funded Highway Bridge Program (HBP) project. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum permitted allowance for the Director’s change orders pursuant to Public Contract Code section 20142 is $238,998, and not to exceed $210,000 per any one change order. The anticipated construction cost for the project, based on the low bid and Director’s allowance for a maximum change order limit is $4,768,962. This project is 88.53% Federally funded through the HBP. The local match of 11.47% will be paid out of the Road Fund. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Fund Org 4510 FY 2026-27 Adopted Budget.
DISCUSSION:
The Travers Creek Bridge on Manning Avenue (Bridge No. 42C-0175 / 42C-0687) is located approximately 1.4 miles east of the City of Reedley and approximately 0.6 miles west of Alta Avenue. Originally built in 1925 and widened once in 1942, the two-lane bridge will be removed and replaced with a new, compliant single span four-lane bridge that will be striped for two lanes, leaving enough to accommodate future plans to widen East Manning Avenue from two to four lanes within the next 10 years.
The work to be done consists, in general, of replacing the existing two-lane Travers Creek Bridge with a new concrete bridge that meets current standards. The new bridge structure will consist of precast, prestressed concrete, voided slab with a concrete deck supported on concrete abutments and Cast-In-Drilled Hole piles. The work also includes installing concrete barriers, a guardrail system, channel slope protection and reconstruction of a total of 1,144-feet length of asphalt concrete approach roadways and restriping the pavement. Drainage swales and pipes will be installed at the roadsides of the approachways, and erosion control items will be installed on disturbed areas. Two components will be sole sourced: In-line End Terminal - Type MSKT (MASH-compliant Sequential Kinking Terminal) and Flare End Terminals Type MFLEAT (MASH-compliant Flared Energy Absorbing Terminal). The authorization for the sole sourced components was made by your Board on January 28, 2025.
The project was advertised on July 21, 2026, and a bid opening was held on August 20, 2026. Eight bids were received. The low bid of $4,529,964.00, from Agee Construction Corporation, was $1,200,239.50 or 21% lower than the engineer’s estimate of $5,730,203.50. Plans and Specifications were prepared by Department Staff and the Department’s consultant, Dewberry, Inc., and are on file with the Department. The California Department of Transportation (Caltrans) acting as the Federal lead agency determined the project would not have a significant effect on the environment as defined by NEPA, per 23 CFR 771.117(c)(28) Bridge Replacement. It is anticipated that construction will commence in Fall 2026 and will be completed in Summer 2028.
