RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a First Amendment to Agreement 23-386 with Codex Corporation dba Guardian RFID for additional software and hardware for management, monitoring, and tracking of incarcerated persons at the County’s Jail facilities, which will raise the maximum by $118,080 to a total of $557,141, with no change to the term.

REPORT

There is no additional Net County Cost associated with the recommended action. The Agreement, approved by your Board on August 8, 2023, allows Guardian RFID to provide the Sheriff’s Office a system comprised of software, hardware, support services, and a web-based software as a service platform to deliver a wide range of solutions for management, monitoring and tracking of incarcerated persons in the County’s Jail facilities. Approval of the recommended action will amend Addendum B of the Agreement to purchase additional hardware and software and increase the maximum spending total to $557,141. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Sheriff’s Office will not be able to implement more hardware into the Jail facilities.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will increase the maximum by $118,080 to a total of $557,141 to cover the remaining agreement term. The Sheriff-Coroner-Public Administrator’s Office has sufficient appropriations included in Org 3111 for costs associated with these services. There are currently no pending invoices. Sufficient appropriations and estimated revenues will be included in subsequent budget requests for the Sheriff-Coroner-Public Administrator Org 3111.

 

DISCUSSION:

 

On August 8, 2023, your Board approved the Agreement with Codex Corporation, dba Guardian RFID, for software, hardware, and support services for management, monitoring, and tracking of incarcerated persons at the County’s Jail Facilities. The Sheriff’s Office now returns to your Board to request approval to amend Addendum B of the Agreement to add software and hardware, and to increase the Agreement maximum accordingly by $118,080, to a total of $557,141.

 

The Sheriff’s Office worked with County Purchasing to utilize BuyBoard Purchasing Cooperative’s contract, No. 669-22, with Guardian RFID as the selected vendor for services with correctional and detention facility equipment and supplies. The Purchasing Manager concurs with this piggyback opportunity as it meets all County of Fresno procurement requirements.

 

The existing agreement with Guardian RFID System includes software, hardware, and support services for the County Jail facilities to meet the standards for correctional compliance, defensibility, and control. This includes log interactions between officers and incarcerated persons via mobile device at the point of responsibility.

 

The Guardian RFID system stores data in a Cloud-based environment, easily retrieves real-time and historical reporting from anywhere 24/7/365 and provides access to incarcerated person specific logs with date/time stamped interactions. A pre-training meeting will be completed prior to the Complete End-User Training and Go-Live Support. The Guardian RFID Trainers will provide training to Sheriff’s Office staff in the Jail that is focused on building proficiency and confidence using the Guardian RFID system.

 

The recommended amendment will provide the Jail with more Spartans, licenses, ID cards, batteries, hand straps, printer toner, and printer cleaning kits. The increased number of Spartans and licenses will allow more Jail Personnel to utilize the devices. The increased number of ID cards will allow for issuance to more incarcerated persons. The printer toner and cleaning kits will allow for further usage, maintenance, and cleaning of the ID card printer.
