RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment III to Agreement A-16-432 with LPC Consulting Services Inc., to modify and expand Substance Use Disorder Prevention Evaluation and Strategic Prevention Planning services extending the term by one year from January 1, 2021 to December 31, 2021 and increasing the maximum by $105,000 to a total of $540,000.

REPORT

Approval of the recommended action will allow LPC Consulting Services, Inc. (LPC) to continue to analyze the effectiveness of the County’s contracted substance abuse prevention services for FY 2020-21 and ensure completion of the Substance Use Disorder (SUD) Strategic Prevention Plan (SPP).  This service will be funded with Senate Bill (SB) 920 - Alcohol Abuse Prevention and Realignment Funds, with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the County will fall out of compliance with State and Federal outcomes monitoring and reporting requirements for SUD Prevention and may not complete the SPP by the required due date of May 31, 2021, which would negatively impact future funding allocations for the County.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The cost of the Amendment ($105,000) will be fully funded with SB 920 Alcohol Abuse Prevention and Realignment Funds.  The total six-year maximum compensation for this agreement will increase by $105,000 to $540,000.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2020-21 Recommended Budget and will be included in subsequent budget requests.

 

DISCUSSION:

 

On July 12, 2016, the Board approved Agreement 16-432 with LPC to provide evaluation services for the County's Alcohol and Other Drug prevention programs.

 

On June 20, 2017, the Board approved Amendment I to Agreement 16-432 to include

boilerplate clauses mandated by the State.

 

On November 8, 2018, the Board approved Amendment II to Agreement 16-432 to expand services to include the development of a Strategic Prevention Plan and to add new State and Federal boilerplate provisions.

 

The County currently contracts with California Health Collaborative and Youth Leadership Institute for substance abuse prevention services for youth and young adults with the goal of preventing and reducing SUD and related problems.  Services are provided utilizing evidence-based practices and are provided in accordance with the 2015-2020 SPP guidelines and priority areas, which were the result of a process guided by the Strategic Prevention Framework (SPF) developed by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA).

 

Current SUD prevention services were to end June 30, 2020 in which a Request for Proposal (RFP) was to be released early in the year for new services to start July 1, 2020.  Due to the COVID-19 pandemic, County operations were affected, and various RFPs were put on hold to allow the County to address COVID-19.  On April 28, 2020, your Board approved an extension to current prevention agreements by one year to ensure there were no breaks in services provided to individuals within the County. 

 

In addition to the need to complete an RFP, a new five-year SPP for FY 2020-25 was also due for submission to the California Department of Health Care Services (DHCS) by May 30, 2020.  Completion of the SPP is dependent on the RFP results.  Due to COVID-19 and the inability to procure new services through the RFP process, the FY 2020-25 SPP was only partially completed.  Following discussions with DHCS, the County was approved for a one (1) year extension for completion of the SPP to better align with the County’s decision to extend the current prevention agreements by one (1) year.

 

The current agreement with LPC to analyze the effectiveness of the County’s contracted substance abuse prevention services and ensure completion of the SUD SPP expires December 31, 2020.  However, the final six (6) months of the agreement (July 2020 to December 2020) was devoted specifically for LPC to complete their final evaluation for services provided for FY 2015-2020.  The requested term extension would allow LPC to continue to evaluate, monitor and report on services for FY 2020-21, and ensure completion and submission of the SUD SPP to the DHCS and ensure that the County is in compliance with State and Federal requirements.  The six-month timeframe spent on the final evaluation will be pushed back to July 2021 to December 2021.
