SUBJECT: Amendment No. 1 to Master Agreement for Child Welfare Mental
Health Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 1 to Master Agreement No. 25-415 for the provision of Child Welfare Mental Health Services, to extend the ramp-up/start-up period from August 19, 2025, through January 19, 2026, for Contractor Victor Community Support Services, with no change to the term of August 19 through June 30, 2028, or maximum compensation of $131,603,462.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow Victor Community Support Services (Victor) to complete the start-up activities necessary to begin full implementation of the Child Welfare Mental Health (CWMH) Services program under Master Agreement No. 25-415 effective January 20, 2026. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, Victor would be unable to complete the required start-up activities necessary to begin providing services by the current ramp-up end date of December 19, 2025. This would place the contractor in breach of contract and delay the availability of critical mental health services for children and families involved in the Child Welfare Services and Probation systems.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Victor Community Support Services will remain within the existing maximum compensation previously approved under Master Agreement No. 25-415. The total maximum compensation amount for the master agreement ($131,603,462) will be fully offset with Medi-Cal Federal Financial Participation, Mental Health Realignment, Child Welfare Realignment, and Youthful Offender Block Grant funding. Sufficient appropriations and estimated revenues are included in the Department Org’s 5630 FY 2025-26 Adopted Budget and will be included in all future budget requests for the duration of the term.
DISCUSSION:
On August 19, 2025, your Board approved Master Agreement No. 25-415 with California Psychological Institute, Central Star Behavioral Health, Turning Point of Central California, and Victor Community Support Services for the provision of outpatient specialty mental health and court-specific services to youth involved in the Child Welfare Services and/or Probation systems, and their families.
As a new provider under this Master Agreement, Victor Community Support Services was granted a ramp-up/start-up period from August 19, 2025, through December 19, 2025, to allow time for completion of operational and regulatory requirements necessary to initiate service delivery.
Victor has since experienced unforeseen delays in securing and preparing their leased office space. The site lease negotiations took longer than anticipated, and tenant improvements required by the property owner further delayed the timeline for occupancy. As a result, Victor’s move-in and site readiness have been impacted, which in turn has delayed the completion of Medi-Cal certification, a prerequisite for billing and service delivery.
Approval of this amendment will extend the ramp-up/start-up period for Victor Community Support Services through January 19, 2026. This short, one-month extension will allow sufficient time for Victor to finalize site improvements, obtain Medi-Cal certification, and complete all required program readiness steps without disruption to the County’s Child Welfare Mental Health network or violation of contract terms.
This amendment does not modify the contract scope of work, compensation, or any other provisions of the existing Master Agreement.
OTHER REVIEWING AGENCIES:
The Behavioral Health Board was notified of the recommended amendment at the November 2025 meeting.
