SUBJECT: Regulated Universal Waste Disposal Agreement
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with T&M Hazardous Waste Management, LLC for the segregation, packaging, transport, and disposal of regulated universal waste, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $289,153.
REPORT
There is no additional Net County Cost associated with the recommended action, which will authorize the Internal Services Department (ISD) - Facilities Division to contract with T&M Hazardous Waste Management, LLC (T&M) for the segregation, packaging, transport, and disposal of regulated universal waste. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, ISD will not have cost effective method to properly dispose of universal waste.
FISCAL IMPACT:
There is increase in Net County Cost associated with this action. The maximum compensation for the recommended agreement is $289,153. Sufficient appropriations are included in the Facilities Division Org 8935 FY 2022-23 Adopted Budget and will be included in subsequent budget requests subject to approval by your Board.
DISCUSSION:
On February 13, 2023, the ISD - Purchasing Division released a Request for Quotation (RFQ) No. 23-026 for Hauling and Disposal of Regulated Universal Waste services. The response period closed on March 14, 2023, and three vendors responded. The bid submitted by T&M was the lowest responsive, responsible bid, as such a tentative award memo was issued to T&M on April 11, 2023.
Regulated universal waste may consist of cathode ray tubes (CRTs), CRT glass, electronic waste, mercury-containing equipment, non-empty aerosol cans, photovoltaic modules, fluorescent lights, ballasts, fixtures, and batteries. These items cannot be discard using traditional methods. T&M will collect the waste from four designated County locations in Fresno, and transport them for proper disposal. These locations include: ISD Facilities Services, located at 4590 E. Kings Canyon Boulevard; the Juvenile Justice Campus, located at 3333 E. American Avenue; the County’s Janitorial building, located at 2233 Kern Street; and the County’s Maintenance Shop, located at 2204 Fresno Street.
Approval of the recommended action approves and authorizes the award of the Agreement to T&M for a base three-year contract with two optional one-year extensions upon written approval of both parties for a total amount not to exceed $289,153.
