Recommended Action(s)
1. Approve and authorize the Chairman to execute an Agreement with Community Action Partnership of Madera County, Fresno Migrant/Seasonal Head Start (FMSHS) for a partnership with the Fresno County Public Library to provide educational resources to migrant families, effective October 18, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0); and 2. Authorize the County Librarian or her designee to terminate the Agreement upon providing a 30 day advance written notice.

SUBJECT:                     Agreement with Community Action Partnership of Madera County, Fresno Migrant/Seasonal Head Start

 

TITLE

1.                     Approve and authorize the Chairman to execute an Agreement with Community Action Partnership of Madera County, Fresno Migrant/Seasonal Head Start (FMSHS) for a partnership with the Fresno County Public Library to provide educational resources to migrant families, effective October 18, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0); and

2.                     Authorize the County Librarian or her designee to terminate the Agreement upon providing a 30 day advance written notice.   

REPORT

There is no Net County Cost associated with the recommended actions.  Approval of the first recommended action will allow the Library to partner with FMSHS to provide educational resources to migrant families.  The second recommended action will authorize the County Librarian or her designee to terminate the Agreement upon providing FMSHS with a 30 day advance written notice.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended Agreement, the Library would not participate in an educational partnership with FMSHS.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions or monetary compensation under the recommended Agreement.  The Library will not be required to provide an in-kind contribution of staff related costs.  Library services provided to FMSHS staff and visitors are routine in nature and will be provided through ongoing library programming.  Associated salaries and benefits are included in the FY 2017-18 Adopted Budget Org 7511 and are funded with Measure B revenues.    

 

DISCUSSION:

 

FMSHS provides early education and other services to children of low-income migrant or seasonal worker families in Fresno County.  FMSHS focuses on providing migrant and seasonal worker families with comprehensive education, health screenings, nutrition and social services. 

 

Upon your Board’s approval, the Library will partner with FMSHS to increase library usage among migrant and seasonal worker families.  Increasing library usage among these families will assist with literacy and education.  FMSHS will work with the Library to increase awareness of library resources including online educational programs that increase literacy and language fluency.  FMSHS also plans to bring migrant families to the library for family activities that strengthen school readiness such as story time, circle time and other literacy events.  FMSHS will arrange presentations at local libraries where parents can learn about available resources and apply for a library card.

 

FMSHS will pilot this program in the cities of Parlier, Mendota and Selma, and expand to other areas upon the success of the pilot programs, in consultation with the Fresno County Public Library.  The cities of Parlier, Mendota and Selma were selected due to the size of the seasonal worker population and literacy needs.

 

It should be noted, the recommended agreement authorizes the County Librarian, or designee to terminate the Agreement on behalf of the County.
