RECOMMENDED ACTION(S):

TITLE

Approve amendment to Community Outreach Expenditure in the amount of $2,500 for the California 9/11 Memorial to instead reassign the previously approved expenditure to support the Big Brothers Big Sisters of Central California ($2,500), per Administrative Policy No. 75 

REPORT

Approval of this item will amend your Board’s September 9, 2025, approval to expend $2,500 of District 4 funds to support the California 9/11 Memorial and instead reassign the $2,500 to support the Big Brothers Big Sisters of Central California (BBBS).  BBBS is a nonprofit organization with the mission to create and support one-on-one mentoring relationships that ignite the power and promise of youth. The funds would help BBBS’ mentorship program, which benefits children and youth in the community by connecting them with a mentor. This item was approved by County Counsel as an appropriate expenditure, as outlined in Administrative Policy No. 75.

 

ALTERNATIVE ACTION(S):

 

Your Board can choose to deny District 4’s amendment request and not authorize District 4 support for BBBS’ mentorship program. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will amend District 4’s previously approved expenditure and reassign the $2,500 to support BBBS. Sufficient appropriations are included in District 4, Board of Supervisors Org, 01100104 FY 2025-26 Adopted Budget.

 

DISCUSSION:

 

On August 8, 2017, the Board of Supervisors approved Administrative Policy No. 75 to allow individual Supervisors to expend portions of their individual budgets for community outreach services and programs. 

 

On March 11, 2025, your Board approved a revision to Administrative Policy No. 75 to require Boad approval on non-county business donations in excess of $1,500.

 

On September 9, 2025, your Board approved District 4’s Community Outreach Expenditure to donate $2,500 to the California 9/11 Memorial, per Administrative Policy 75.

 

On October 17, 2025, the California 9/11 Memorial informed District 4 of their appreciation of Supervisor’s donation and respectfully declined the $2,500 donation due to the organization’s bylaws prohibiting the acceptance of public funds.      

 

Approval of the recommended action will amend the previously approved expenditure and authorize District 4 to use the $2,500 to support the BBBS’ mentorship program, which benefits children and youth in the Fresno County community by connecting them with a mentor. This item was approved by County Counsel as an appropriate expenditure, as outlined in Administrative Policy No. 75.
