Valley Air Pollution Control District
RECOMMENDED ACTION(S):
TITLE
Authorize the Director of Internal Services/Chief Information Officer to execute and submit an application on behalf of Fleet Services to the San Joaquin Valley Air Pollution Control District New Alternative Fuel Vehicle Purchase Program for seven electric vehicles in the amount of $98,613.87.
REPORT
The San Joaquin Valley Air Pollution Control District (SJVAPCD) is a public health agency whose mission is to improve the health and quality of life for all Valley residents through efficient, effective and entrepreneurial air quality-management strategies. The agency is currently accepting applications to help fund the purchase of original equipment manufacturer electric, hybrid or alternative fuel vehicles. If the application is approved by SJVAPCD, the grant requires that the vehicles must be purchased brand new with a standard manufacturer warranty and that reimbursement will be provided up to $100,000 total and up to $20,000 for each vehicle. The applications are being reviewed on a first-come, first-serve basis and is an ongoing program until funds are exhausted.
ALTERNATIVE ACTION(S):
Your Board may chose not to submit the grant application.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The cost of each new 2018 GEM EM 1400 LSV vehicle is $14,087.70. For seven vehicles, the total is $98,613.87. If the application is approved, funds will be provided by the Fleet Services Equipment replacement reserves fund for the purchase of the vehicles. Reimbursements received from SJVAPCD under this grant for the direct purchase of vehicles will be used by Fleet Services to replenish the reserve fund. SJVAPCD can provide a maximum reimbursement of up to $100,000 per applicant per year. In the event of a grant award, Internal Services will return to your Board with appropriate resolutions.
DISCUSSION:
The SJVAPCD is currently accepting applications through their Public Benefit Grant Program to help public agencies fund the purchase of new alternative-fuel vehicles. If awarded a grant by the SJVAPCD, Fleet Services would be able to fund the purchase of seven new 2018 GEM electric vehicles with a net savings of $98,613.87 and with the additional benefit of increasing the overall fuel efficiency of the County Fleet.
