SUBJECT: Revenue Agreement with the Children & Families Commission of Fresno County
RECOMMENDED ACTION:
TITLE
Approve and authorize the Chairman to execute a revenue Agreement with the Children & Families Commission of Fresno County to contribute and support the infrastructure and expansion of Neighborhood Resource Centers in Fresno County, effective October 1, 2018 through June 30, 2020, total not to exceed $500,000.
REPORT
Approval of the recommended action will allow the County to accept $500,000 from the Children & Families Commission of Fresno County (First 5) to support the Department’s effort to provide child abuse prevention services through the strategic expansion of Neighborhood Resource Centers (NRC) in metro and rural Fresno County. The contribution of First 5 funding will allow more children and families, in areas of higher rates of maltreatment, to have greater access to services in their community. If approved, the revenue agreement will be effective October 1, 2018 through June 30, 2020 with no increase in Net County Cost. The impact will be Countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. If approved, the agreement will provide revenue in the amount of $500,000 ($250,000 per fiscal year) to offset the costs associated with the infrastructure development of community child abuse prevention services through the expansion of NRCs in Fresno County. Sufficient appropriations and revenues are included in the FY 2018-19 Adopted Budget for DSS Org 5610 and will be included in FY 2019-20 budget.
DISCUSSION:
Since 2016, the Department has been engaged in the development of a community infrastructure that supports the creation and expansion of NRCs in metro and rural Fresno County. This strategy is intended to strengthen families and surrounding communities by increasing protective factors to ultimately reduce/prevent the incidence of child abuse and neglect. Location of NRCs target communities with disproportionately high rates of child maltreatment.
On March 7, 2017 your Board approved agreements with local community-based organizations for the provision of NRC services at six selected sites in rural and metro Fresno County. The Department is currently seeking to increase the number of NRC sites and intends to bring an item to your Board in October 2018 to approve recommended agreements.
As a result of discussions with the Department, First 5 has agreed to contribute funds to support the Department’s NRC expansion. NRCs in Fresno County are consistent with First 5’s mission to enhance early childhood services as part of their Unified Framework for Success investments. On June 6, 2018, the First 5 Commission approved the use of $500,000 over two years to support the Department’s NRC efforts. Approval of the recommended agreement is necessary to accept First 5 funds.
Upon approval, the recommended agreement will contribute to the enhancement and quality of services through the expanded NRC sites. The initial expansion sites include NRCs in the geographical areas of Reedley, Kerman and in the zip code areas of 93705 and 93727. The Department further intends to expand to the 93722 zip code area.
The recommended agreement was drafted by First 5 and varies from standard County boilerplate. It will be effective October 1, 2018 through June 30, 2020. First 5 requires that the County sign the agreement first. A fully executed copy of the agreement will be forwarded to Fresno County Clerk of the Board once First 5 signs.
