SUBJECT: Amendment No. 1 to Agreements with Alliant University, Inc.
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment No. 1 to Agreement No. 22-226 to account for the University’s name change from Alliant International University, Inc. to Alliant University, Inc., effective upon execution, and exercise the second optional one-year extension from July 1, 2026 to June 30, 2027 ($0); and
2. Approve and authorize the Chairman to execute Amendment No. 1 to Agreement No. 22-227 to account for the University’s name change from Alliant International University, Inc. to Alliant University, Inc., effective upon execution, and exercise the second optional one-year extension from July 1, 2026 to June, 30, 2027 ($0).
REPORT
There is no additional Net County Cost associated with the recommended actions. The recommended actions will amend the agreements to update the University’s name from Alliant International University, Inc. to Alliant University, Inc. to continue the Department’s partnership with the university for both clinical and field experience and research and grant-writing opportunities for students. Additionally, the recommended actions will allow the Department and University to agree to extend the agreements into the second optional extension year agreed upon in the original agreements. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve of the recommended actions, the Department would not have Agreements with the new entity name for the University, so the Department would not have an active partnership with the University. The County would not benefit from or receive assistance with research and grant-writing projects and will also be unable to accept student interns from Alliant University.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Agreement Nos. 22-226 and 22-227 are both zero-dollar agreements.
DISCUSSION:
On June 7, 2022, the Board approved Agreement Nos. 22-226 and 22-227 with Alliant International University, Inc. Agreement No. 22-226 is for research and grant writing opportunities for University students utilizing County-provided data. Agreement No. 22-227 is for clinical and field experience on Department facilities for University students in clinical counseling and clinical psychology programs.
The opportunity to provide both grant writing opportunities and clinical and field experience to students attending Alliant University enhances services for Department persons served, provides students with an awareness of the rewards working with the public mental health system, and provides a pathway for the Department to recruit for hard-to-fill clinical positions. There is no monetary compensation associated with the agreements.
On March 23, 2026, the Department was informed by the University that they had formally changed their name from Alliant International University, Inc. to Alliant University, Inc. The recommended amendments will allow the Department to update the agreements to include the University’s new name. Additionally, the recommended amendment will allow the University and Department to agree to extend the agreements into their second optional extension year, July 1, 2026, through June 30, 2027.
AB339 noticing has occurred and the Human Resources Department approved execution of the recommended amendments.
OTHER REVIEWING AGENCIES:
The Behavioral Health Board will be notified of the recommended amendments during the June 2026 meeting.
