                     Health for Disease Intervention Specialist Workforce

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a retroactive revenue Agreement with the California Department of Public Health, Sexually Transmitted Disease Control Branch, to expand, train, and sustain a response-ready disease intervention specialist workforce, effective July 1, 2025, through June 30, 2030, total not to exceed $1,136,871; and

 

2.                     Approve and authorize the Director of the Department of Public Health to execute the State Contractor’s Release for the final invoices.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the first recommended action will provide new funding from the California Department of Public Health (CDPH) to support the hiring, training, and retention activities for staffing focused on sexually transmitted infections (STIs), HIV, hepatitis C Virus (HCV), and other infectious disease prevention and response during the performance period. Approval of the second recommended action will allow the Director of the Department to execute the Contractor’s Release for the final invoice at the close of the grant term. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board not approve the recommended grant agreement, the Department would not have the funding to hire and maintain the staff to conduct activities necessary to expand, train, and sustain a response-ready disease intervention specialist (DIS) workforce. 

 

RETROACTIVE REVENUE AGREEMENT:

 

The recommended Agreement was received from CDPH on October 28, 2025, is retroactive to July 1, 2025, and is being brought to your Board in accordance with the agenda item processing timelines.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. If approved, the grant will provide revenues of $126,319 the first year; followed by $252,638 annually, amounting to a total of $1,136,871.  The agreement allows full indirect cost recovery which is currently at 24.472 percent of salaries and benefits. Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2025-26 Adopted Budget and will be included in future budgets for the duration of the term.

 

 

DISCUSSION:

 

On July 29, 2025, the Department received notice from CDPH of its intent to award new funding to local health departments to develop, expand, train, and sustain DIS workforce. This state-funded allocation continues prior federal funding and will support the Department in hiring and retaining the staff necessary to manage the infectious diseases in the County.

 

Approval of the recommended grant agreement will provide $1,136,871 in funding for five fiscal years from 2025-26 through 2029-30. These funds will allow the Department to maintain disease investigation capacity, management, and oversight of cases, as well as respond to outbreaks for STDs, HIV, HCV, and other communicable diseases for the duration of the Agreement.

 

The recommended Agreement deviates from the County’s standard indemnification language and requires the County (and the County’s contractors receiving this funding) to provide one-way indemnification to the State in the performance of the Agreement. This language is typically present in State grants.  Therefore, the Department has determined that its acceptance of the indemnification language is advantageous to the County, as the State-grant is an essential funding source for DPH STI, HIV, and other communicable disease related activities, without which the continued provision of these services would be negatively impacted.
