SUBJECT: Retroactive Amendments to Revenue Agreements with the cities of Fowler, Kerman, Kingsburg, Orange Cove, Parlier, and Sanger for Dispatching Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize Chairman to execute retroactive Amendment IV to revenue Agreement 13-529 with the City of Fowler to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $89,487 to a total of $443,053;
2. Approve and authorize Chairman to execute retroactive Amendment IV to revenue Agreement 13-530 with the City of Kerman to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $214,704 to a total of $1,070,295;
3. Approve and authorize Chairman to execute retroactive Amendment II to revenue Agreement 16-125 with the City of Kingsburg to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $181,266 to a total of $529,159;
4. Approve and authorize Chairman to execute retroactive Amendment IV to revenue Agreement 13-534 with the City of Orange Cove to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $137,646 to a total of $698,833;
5. Approve and authorize Chairman to execute retroactive Amendment II to revenue Agreement 15-560 with the City of Parlier to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $227,721 to a total of $673,180; and
6. Approve and authorize Chairman to execute retroactive Amendment IV to revenue Agreement 13-532 with the City of Sanger to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2017 to June 30, 2018 and increasing the contract maximum by $388,036 to a total of $1,900,452.
REPORT
There is no additional Net County Cost associated with these actions. Approval of the recommended actions will allow the Sheriff-Coroner to continue providing communication dispatching services for the Cities of Fowler, Kerman, Kingsburg, Orange Cove, Parlier, and Sanger. This item pertains to locations in Districts 1 and 4.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Approval of the recommended actions are necessary for the Sheriff-Coroner’s Office to continue to provide dispatching services to the identified Cities and charge for those services at the approved Master Schedule of Fees (MSF) rate.
RETROACTIVE AGREEMENT:
The amendments are retroactive due to Master Schedule of Fees (MSF) rates being approved and adopted by your Board on October 31, 2017 and the length of time required for negotiation and approval of the amendments by the Cities. The Cities approved the amendments as follows: Fowler on November 17, 2017; Kerman on December 14, 2017; Kingsburg on December 6, 2017; Orange Cove on November 18, 2017; Parlier on December 21, 2017; Sanger on December 15, 2017.
FISCAL IMPACT:
There is no increase in Net County Cost associated with these actions. The recommended agreements will provide $1,238,860 in revenue from the six cities within Fresno County for communication dispatching services at $14.61 per capita from July 1, 2017 through November 30, 2017 (based on the FY 2016-17 rates approved by your Board on May 24, 2016) and the rate of $14.75 per capita from December 1, 2017 through June 30, 2018, (based on the new MSF rates approved and adopted by your Board on October 31, 2017 effective December 1, 2017). Sufficient appropriations and revenues for these contracts are included in the Sheriff-Coroner’s budget for FY 2017-18.

DISCUSSION:
The County of Fresno through its Sheriff-Coroner’s Office, has been contracting with the Cities of Fowler and Kerman since 1988, the City of Kingsburg since March 2016, the City of Orange Cove since 2013, the City of Parlier since 1993, and the City of Sanger since 2010 to provide communication dispatching services. The population for each city is identified by using the State of California website. The recommended actions establish the cost recovery rates of $14.61 per population from July 1, 2017 through November 30, 2017 and $14.75 per population from December 1, 2017 through June 30, 2018 for the agreements with the cities for dispatching services.
