SUBJECT:                     Amendment I to Agreement with Sanger Unified School District for Campus Deputy Probation Officers

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Amendment I to Agreement No. 24-684 with Sanger Unified School District to add one additional Deputy Probation Officer assigned to Sanger Unified School District campuses to service Sanger Unified School District’s second comprehensive high school site, effective November 4, 2025, with no change to the term, and increasing the maximum revenue by $69,223 to a total of $190,966; and,

2.                     Authorize the Chief Probation Officer or designee to approve and execute written changes to the list of Sanger Unified School District school sites to be serviced by the Department, which do not result in any further changes to the maximum compensation amount.

REPORT

There is no additional Net County Cost associated with the recommended actions. The first recommended action will expand services provided to Sanger Unified School District (Sanger USD) by adding one Deputy Probation Officer (DPO) to be assigned to the Sanger West High School. Sanger USD will provide an increase in partial funding for the two DPO positions providing services to its school sites. The recommended amendment would increase revenue by approximately $69,223 over the potential three-year contract term. Due to the collaborative nature of the recommended agreement, the Probation Department (Department) recommends your Board deviate from the County policy requiring full cost recovery (including indirect costs). This practice is consistently applied to similar agreements with other school districts. The second recommended action would delegate limited signature authority to the Chief Probation Officer or designee to make written changes to the composition of the Sanger USD school site locations to be serviced by the Department, as long as changes do not increase the maximum compensation. This item affects Districts 4 and 5.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, the Department will not have sufficient funding to expand DPO services to Sanger USD’s second comprehensive high school site. Alternatively, your Board may determine to approve the amendment without delegating authority to the Chief Probation Officer or designee to make changes to the serviceable Sanger USD school sites; in this event, if the composition of the Sanger USD school sites in need of services changes, staff will need to bring another amendment to your Board for review and approval.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The total FY 2025-26 cost for the two DPOs assigned to Sanger USD is $336,108, including $318,018 in salaries and benefits and $18,090 in estimated services and supplies. Sanger USD will contribute a total of $67,600 towards the DPO’s salaries and benefits, with the remaining $268,508 funded with JJCPA funds.

 

Based on the Department’s current indirect rate of 20.65% of salary and benefits, the indirect cost associated with the Sanger USD agreement, as amended, is $65,671. It is recommended that Sanger USD’s portion of the indirect costs not be charged to the District, considering the collaborative nature of the recommended agreement, and the fact that the DPOs provide supervision to youth who reside within the school district boundaries. JJCPA funding requirements limit the portion of indirect costs that may be covered by JJCPA funds to 0.5% ($1,343 for Sanger USD). Therefore, the Net County Cost for the indirect cost is $64,328. Should the agreement, as amended, be extended beyond the current fiscal year, Sanger USD will increase its contribution by 4%. Sufficient appropriations and estimated revenues, including indirect costs, for these positions are included in the Department’s FY 2025-26 Adopted Budget Org 3430 and for the remainder of the agreement term.

 

DISCUSSION:

 

On December 17, 2024, the Board approved a retroactive revenue agreement with Sanger USD for partial funding of one FTE DPO position to support services at Sanger High School. The DPO provides probation services and participates on the Police/Probation Team to work with Sanger USD staff in monitoring school attendance, maintains school safety, supervises probationers, serves as liaison between the school and courts, supervises student activity, and screens students for various programs.

 

Sanger USD opened its second comprehensive high school site, Sanger West High School, in 2022, located west of Sanger, within the city limits of Fresno, CA. With the increasing student population at Sanger West High School, Sanger USD has a need to expand services provided by the Probation Department to Sanger West High School. The recommended amendment before your Board will add a second DPO to provide services to the Sanger West High School, increasing the DPOs assigned, and increasing funding as a result.

 

Your Board’s approval of the second recommended action will delegate limited signature authority to the Chief Probation Officer or designee to make written changes to the composition of the Sanger USD school site locations to be serviced by the Department, as long as changes do not increase the maximum compensation
