SUBJECT: Award Contract 20-17-C American Avenue Disposal Site Entrance

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications and award Contract No. 20-17-C American Avenue Disposal Site Entrance Improvements, to the lowest bidder Agee Construction, 1039 Hoblitt Avenue, Clovis, CA 93612, in the total amount of $1,181,770.
REPORT
Approval of the recommended action will authorize the award of a County funded project to improve the entrance at the American Avenue Disposal Site (AADS) and make improvements to American Avenue to improve safety and traffic flow at the AADS entrance. This item pertains to a location in District 1 but the impact is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The anticipated construction cost for the project is $1,253,359, which is based on the low bid of $1,181,770 and the Director’s allowance for change orders of $71,589. The project is funded with landfill enterprise and SB-1 funds. Sufficient appropriations and estimated revenues are included in the Public Works and Planning AADS Org 9026 FY 2020-21 Adopted Budget and Public Works and Planning AADS Org 9026 FY 2021-22 Proposed Budget.
DISCUSSION:
The AADS is a municipal solid waste disposal facility operating under a Solid Waste Facilities Permit issued by the Department of Public Health with the concurrence of the California Department of Resources, Recycling, and Recovery. The County has owned and operated the AADS since the early 1970s. The AADS is located on American Avenue, approximately 17 miles southwest of the City of Fresno and approximately 6 miles southwest of the City of Kerman.
The work to be done consists, in general, of reconstructing and widening the AADS entrance access road, constructing a new right turn lane into the disposal site, re-grading the existing ditch on the north side of the disposal site berm, excavating the ditch along the north side of American Avenue from Plumas Avenue to Humbolt Avenue, installing two concrete culvert pipes beneath the paved entrance, installing new chain link fences and gates, and replacing and lowering a segment of irrigation and leachate line.
This project was advertised on March 29, 2021 and a bid opening was held on April 29, 2021. Five bids were received. The low bid of $1,181,770, from Agee Construction, was $258,870 or 17.97% lower than the engineer’s estimate of $1,440,640. A list of bidders and their respective bid amounts is shown below:

It is anticipated that construction for the project will commence in June 2021 and will be completed in Fall 2021. Plans and Specifications were prepared by the Department’s Design Division and by the Department’s electrical engineering consultant, Electrical Power Systems, Inc. and are on file with the Department.
