RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute retroactive First Amendment to Revenue Agreement No. 20-123 with The Regents of the University of California, on behalf of the University of California, San Francisco, for the Best Baby Zone project extending the term by one year from July 1, 2020 to June 30, 2021 and increasing the maximum by $100,000 to a total of $199,718.

REPORT

There is no additional Net County Cost associated with the recommended action.  Approval of the recommended action will provide the Department of Public Health with an additional year of funding from The Regents of the University of California, San Francisco  (UCSF), to support the existing Best Baby Zone project, Fresno GROWS (Growing, Real Opportunities for West Fresno), an equity-focused collective impact initiative in the 93706 ZIP code.  This item pertains to District 1.

ALTERNATIVE ACTION(S):

There are no alternative actions.  Should your Board not approve the recommended action, the Department would not be able to accept UCSF funds to support the Fresno GROWS initiative for FY 2020-21.

RETROACTIVE AGREEMENT:

The recommended amendment with UCSF is retroactive to July 1, 2020.  It was received from UCSF on April 13, 2021 due to delays related to COVID-19 response efforts.  The time required to review and prepare the recommended amendment did not allow presentation to your Board at an earlier date.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action.  The additional non-federal funding ($100,000) from UCSF will pass through from the Department to the Fresno GROWS lead agency, West Fresno Family Resource Center (WFFRC), to support the Fresno GROWS initiative.  Costs totaling approximately $67,812 have been incurred from July 2020 through January 2021 and are pending payment by the County to WFFRC subject to the approval of the recommended action.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2020-21 Adopted Budget.

DISCUSSION:

In March 2020, your Board approved the agreement with UCSF to receive Preterm Birth Initiative (PTBi) funds supporting the local Best Baby Zone project, Fresno GROWS, an equity-focused collective impact initiative.  Community partners drive this cross-sector, place-based effort with the goal of reducing exposures to the risk factors that increase poor birth outcomes in the 93706 ZIP code.

Approval of the recommended action would allow the Department to accept and pass-through the UCSF funds to WFFRC to support the continued efforts of the Fresno GROWS initiative.  The pass-through funding will provide the local match needed to leverage additional Federal Title XIX funds into the community to further support the Fresno GROWS initiative.  WFFRC serves as the backbone organization of the Fresno GROWS Hub for Civic Engagement and provides key administrative and organizational support for the Hub in close partnership with the Department.  WFFRC is charged with convening community partners and providing grants oversight and management, as well as monitoring and evaluating progress, and documenting achievements to be disseminated to a wide range of stakeholders.
