SUBJECT:                     Second Amendment to Agreement with North Star Family Center

 

RECOMMENDED ACTION(S):

TITLE

1.                      Approve and authorize the Chairman to execute Second Amendment to Agreement No. 24-314 with North Star Family Center, to expand the program participant age group from 18-30 to 18-40 years of age in the Adult Reentry Planning Program and allow the unspent funds balance to roll over to the next contract year, with no change to the term of July 1, 2024, through June 30, 2026, or compensation maximum of $586,450; and

 

2.                     Authorize the Chief Probation Officer or his/her designee to approve and execute future budget modifications totaling up to 10% of the Agreement maximum, with no change to the maximum amount payable at any time during the term of the Agreement.

REPORT

There is no increase in Net County Cost associated with the recommended action, which will allow North Star Family Center to expand services to the Adult Reentry Planning Program (ARPP) by increasing the participant age group from 18-30 to 18-40. Approval of the second recommended action will authorize the Chief Probation Officer to modify the budget, as long as there is no change to the maximum amount payable. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the ARPP will not be able to expand its services to meet the needs of those outside the current age group.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The services provided under this proposed amendment are fully offset with Justice Assistance Grant funding. Sufficient appropriations and estimated revenues are included in Probation’s FY 2025-26 Adopted Budget for Org 3432.

 

DISCUSSION:

 

On July 18, 2023, the Board approved and authorized the execution of the retroactive Grant Application/Agreement with the Board of State and Community Corrections (BSCC) for JAG for the period of June 1, 2023, to December 31, 2026 in the amount of $2,837,831. The ARPP will provide re-entry case management and supportive pre and post release services to individuals who are 18-30 years of age, committed to the Fresno County Jail for a minimum of sixty days and/or on current supervision, affiliated or previously affiliated with a gang, at medium or high risk to re-offend. The goal of the ARPP is to facilitate successful re-entry into the community, reduce gang activity after release from custody, and increase public safety.

 

On June 18, 2024, the Board approved and authorized the agreement with North Star Family Center for evidence-based case management services to participants pre and post release from incarceration. Case managers conduct assessments to identify participants’ criminogenic and stabilization needs. Based on the results of the assessments, case managers and participants will collaborate to develop a case plan with strategies to meet those needs.

 

On February 25, 2025, your Board approved and authorized the reallocation of the North Star Family Center Agreement funds from “Fixed Assets” to “Services and Supplies” increasing the “Services and Supplies” line-item total from $13,333.34 to $26,666.68. The reallocation allowed the vendor to maximize their compensation for operational needs and ensured Probation’s eligibility for full JAG Grant reimbursement. 

 

Over the course of administering the JAG ARPP, it has become apparent that expanding outreach and services will significantly support the program’s goal of reducing gang activity. The expansion includes increasing the eligible age group from 18-30 years of age to 18-40 years of age.

 

Additionally, the Department desires to revise the participants to case manager ratio from forty (40) participants per one (1) case manager to twenty-five (25) participants per one (1) case manager. To provide flexibility and expand services, if approved, the recommended amendment will allow the unspent funds balance to roll over to the next contract year, as the annual maximum will be eliminated without change to the total contract maximum. This expansion will allow the program to serve a larger population and maximize available grant funding before the end of the JAG grant term.
