SUBJECT:                     First Amendment to Agreement with Nobico, Inc., dba Integrated Electronics

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a First Amendment to Agreement No. 16-556 with Nobico, Inc., dba Integrated Electronics, for products and services related to the County’s closed-circuit television systems, effective upon execution with no change in term to June 18, 2020 and increasing the maximum by $250,000 to a total of $950,000.

REPORT

Approval of the recommended action will increase the maximum compensation of the agreement for the maintenance, repair, replacement, and installation of the County’s closed-circuit television (CCTV) systems. This is necessary to fulfill current requests by user departments, and to expand the County’s CCTV system as departments expand their operations and relocate services. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, service requests related to CCTV would require a project-by-project procurement process, resulting in more staff time and resources.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended action increases the potential maximum agreement payment limit by $250,000 to a total of $950,000. Costs for these services are recovered through charges billed back to user departments. Sufficient appropriations and estimated revenues are included in the Internal Services Department FY 2019-20 Security Services Org 8970 Adopted Budget.

 

DISCUSSION:

 

On April 23, 2015, the County issued Request for Quotation (RFQ) #990-5345 for the maintenance, repair, and replacement for the County’s CCTV systems. The RFQ included a provision that would allow the County to contract with the selected vendor for new installations. At the time of the solicitation, new installations of CCTV systems were under contract with another vendor. A vendor conference was held on May 7, 2015. Three responses were received and Nobico, Inc., dba Integrated Electronics was recommended for award based on lowest cost received. A three-year Purchasing Agreement with Integrated Electronics was executed on June 19, 2015 with anticipated spending to be $225,000 for products and $75,000 for services, for a total amount not to exceed $300,000.

 

On September 13, 2016, the Board approved the conversion of Purchasing Agreement No. P-15-303-C to a Board Agreement with assigned No.16-556, and to increase the maximum payment limit from $300,000 (for services and supplies) to $700,000, to account for an increase in service requests by user departments. This Agreement was renewed on April 19, 2018, and again on April 18, 2019. The term of this Agreement will expire on June 18, 2020. Staff will be preparing to re-bid these services.

 

The recommended action will execute a First Amendment to Board Agreement No. 16-556 to allow the Internal Services Department - Security Services Division to continue fulfilling obligations to provide additional services to user departments as these departments expand and/or relocate services across the County. This increase will also support the installation costs for the District Attorney’s Office’ new building, and the continued maintenance, repair, and replacement of current systems countywide.
