SUBJECT:                     Amendment to Agreement with Fresno County Disc Golf to Construct and Install a Second 18-Hole Disc Golf Course at Kearney Park

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Agreement with Fresno County Disc Golf to construct and install a second 18-Hole Disc Golf Course at Kearney Park utilizing private funds, with no change to the term of September 11, 2018 through September 10, 2023.

REPORT

The recommended action is based on the Board’s prior execution of Agreement No. 18-536 approving one 18-hole course be constructed and installed by Fresno County Disc Golf (FCDG).  FCDG has proposed the construction and installation of a second 18-hole disc golf course and as with the first course, construction will be paid for and maintained by private funds.  The item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to approve and authorize the Chairman to execute First Amendment to Agreement No. 18-536 and the installation of the second 18-hole disc golf course as proposed by FCDG and generation of additional revenues gained through park entry fees and Parks Annual Pass sales will not be collected.

 

FISCAL IMPACT:

 

There is no increase to Net County Cost associated with the recommended action.  FCDG estimates that if a second disc golf course is developed, it may generate more Parks annual pass and daily entrance fee revenues.  FCDG will fund the construction cost and on-going maintenance costs of the course.

 

DISCUSSION:

 

On September 11, 2018, the Board executed Agreement No. 18-536 approving FCDG to construct and install a privately funded 18-hole disc golf course at Kearney Park and enter into an escrow agreement with the County.  Since the installation of the course, Kearney Park has seen an increase in daily park attendance as well as an increase in sales of Parks Annual Passes.  Parks staff have developed a successful working partnership with FCDG.  The disc golfers visiting the park have kept the course clean and well maintained.  Additionally, FCDG has assisted Parks staff by identifying maintenance issues they discover while walking the course.  In addition, FCDG has also assisted with park beautification by planting new trees within the park.  Many of these newly planted trees replaced trees previously lost to drought and disease.  FCDG has devoted a significant amount of time, manpower, and money making the existing course a successful attraction at Kearney Park.  The addition of a secondary 18-hole course will offer another option for regular disc golfers but may also increase interest to other enthusiasts looking for a multi-course destination.
