SUBJECT:                     Grant Agreement for Tire-Derived Product Program

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a Grant Agreement with the California Department of Resources Recycling and Recovery for the FY 2019-20 Tire-Derived Product Grant Program, effective upon execution through April 1, 2022 ($72,048).

REPORT

Approval of the recommended action will provide the Department of Public Works & Planning with funding for tire-derived mulch, sidewalks, tree-wells and parking lot wheel stops at the Environmental Compliance Center (ECC) to be constructed at 310 S West Avenue, Fresno CA 93706.  These improvements will be permeable and allow storm water to percolate back into the soil at the ECC site.  The improvements will utilize 16,350 recycled California tires.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the grant application will be withdrawn, and the grant funds will not be available to provide tire-derived products for the landscaping and construction of the ECC.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The Department will receive approximately $72,048 in reimbursement funds from California Department of Resources Recycling and Recovery (CalRecycle) for the cost of the Tire- Derived Products listed in the Grant Award, with no matching funds.  Sufficient appropriations and estimated revenues were included in the Department’s Org 9015 FY 2019-20 Adopted Budget and will be included in subsequent years’ budgets for the duration of the term. DISCUSSION:

 

On May 24, 2016, the Board adopted Resolution No. 16-236 authorizing the submittal of individual or regional applications for various grant programs, administered by CalRecycle, for a period of five years from date of adoption. 

 

On May 14, 2019, the Department applied for the CalRecycle Tire-Derived Product Grant, which will provide approximately $72,048 in grant funding and allow the Department to provide tire-derived mulch, sidewalks, tree wells and parking lot wheel stops at the ECC being constructed at 310 South West Avenue in Fresno.

 

On October 28, 2019, Department staff was notified by CalRecycle Grant Administrators that the County’s application for the 2019-20 Tire-Derived Product Grant was approved in the amount of $72,048. CalRecycle Grant Administrators subsequently sent a Grant Agreement to staff for execution.

 

With your Board’s approval of the recommended agreement, the Chairman will execute the agreement and as noted in Resolution No. 16-236 the Department Director, or his/her designee, will be able to execute all other grant-related documents, including but not limited to application and payment requests, as necessary, in order to secure grant funds to implement and administer the program(s) specified in the grant application.
