SUBJECT: Agreement with Securus Technologies, LLC for a Call Platform and Services for the Juvenile Justice Campus
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Securus Technologies, LLC to provide telephone call management and monitoring services to the Juvenile Justice Campus, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract with two optional one-year extensions, total not to exceed $264,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow the Probation Department to contract with Securus Technology, LLC (Securus) for a telephone call management and monitoring system for the residents of the Juvenile Justice Campus (JJC). Securus is the only vendor willing to provide this system to the County. This item pertains to a location in District 4, however the impact is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Probation Department will remain without the ability to monitor or record the phone calls of the residents at the JJC.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum compensation for the recommended agreement is $264,000, for the potential five-year term. Sufficient appropriations are included in the Probation Department Org 34409999 FY 2022-23 Adopted Budget and will be included in subsequent budget requests subject to approval by your Board.
DISCUSSION:
The County currently provides a secure phone system for use by the JJC residents, by utilizing the County's existing Cisco phone system. This system, however, lacks the recording and monitoring functionality required by the Probation Department to effectively record and store JJC residents’ phone calls. Additionally, the recently enacted California Senate Bill No. 1008 prohibits JJC residents from being personally responsible and charged for these calls.
On July 9, 2022, the Internal Services Department contacted two vendors regarding the need for a telephone call management and monitoring system, and both vendors responded with interest. Securus and Viapath Technologies (“Viapath”) are the only two vendors capable of providing call management and monitoring systems for correctional facilities that meet the monitoring, recording, and security requirements of the JJC. A site walkthrough of the JJC was conducted on October 20, 2022. Both Securus and Viapath were contacted to provide quotes, however Viapath declined to submit a quote. Therefore, staff recommend that Securus be awarded the agreement as they are the only vendor that provided a quote and is capable of meeting the monitoring, recording, and security requirements of the JJC. The Purchasing division oversaw this process and concurs with the recommendation.
Approval of the recommended action will authorize the agreement with Securus, effective upon execution for a three-year base contract with two optional one-year extensions, for a total amount not to exceed $264,000.
