SUBJECT: Stop Signs at Intersection in Fresno County
RECOMMENDED ACTION(S):
TITLE
Adopt a Resolution authorizing stop signs at a roadway intersection within Fresno County located at McKinley and Leonard Avenues, making it an all-way stop.
REPORT
Approval of the recommended action will allow the installation of additional stop sign controls at the roadway intersection identified in the proposed resolution, thus making it an all-way stop, therefore requiring vehicles to stop on all approaches. This item pertains to an intersection in District 5.
ALTERNATIVE ACTION(S):
If the recommended action is not approved by your Board, the traffic controls at the intersection will remain unchanged.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The developer for the Clovis Unified School District will provide and install the stop signs, all-way plaques, stop ahead advance warning signs, sign support posts and anchors, sign mounting hardware, vis-z shield post wraps, and associated pavement markings including stop bar limit lines, “STOP” stencil markings, and “STOP AHEAD” stencil markings at no cost to the County. Sign sizes to be approved by the County.
DISCUSSION:
A stop sign is a traffic control device which can be useful as a safety measure at an intersection where certain traffic conditions exist. Based on the Traffic Impact Analysis (TIA) conducted by JLB Traffic Engineering, Inc., staff recommends this intersection be controlled by all-way stop signs to enhance traffic safety near the recently opened Clovis Unified School District’s Terry Bradley Educational Center.
The proposed all-way stop at the intersection of McKinley and Leonard Avenues is located in District 5, south of the City of Clovis and east of the City of Fresno. This intersection is exclusively within the County’s jurisdiction and is maintained by the County.
McKinley Avenue is currently the through road at the intersection with no stop control. Leonard Avenue is currently the stop-controlled road at the intersection. Approval of the recommended action will authorize the installation of additional stop controls at this intersection, therefore stopping eastbound and westbound traffic on McKinley Avenue at Leonard Avenue.
