SUBJECT: Amendment I to Agreement with North Star Family Center
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute a First Amendment to Agreement No. 24-314 with North Star Family Center, to ensure compliance with Board of State and Community Corrections grant guidelines and provide adequate funding for program operations, with no change to the term of July 1, 2024 through June 30, 2026, or compensation maximum of $586,450.
REPORT
There is no increase in Net County Cost associated with the recommended action, which will ensure compliance with BSCC grant guidelines and provide adequate funding for program operations. Approval of the recommended action will reallocate funds from the “Fixed Assets” line item to the “Services and Supplies” line item. This reallocation will increase funding for vendor operations under Services and Supplies while maintaining compliance with the Justice Assistance Grant (JAG) requirements. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, this could potentially disrupt program operations and the Probation Department may be unable to receive reimbursement for otherwise eligible expenses.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Funding for the recommended agreement is fully offset with JAG revenue. The maximum annual compensation for this agreement in year one is $287,114, and in year two is $299,336; with a maximum compensation for the two-year term of the agreement totaling $586,450. Sufficient appropriations and estimated revenues for these services are included in Probation’s FY 2024-25 Adopted Budget for Org 3432. Funding for subsequent years of the recommended agreement will be included in the Department’s future budget requests.
DISCUSSION:
On July 18, 2023, your Board approved and authorized the execution of the retroactive Grant Application/Agreement with the Board of State and Community Corrections for JAG for the period of June 1, 2023, to December 31, 2026 in the amount of $2,837,831. The Adult Reentry Planning Program (ARPP) program will provide re-entry case management and supportive pre and post release services to individuals who are 18-30 years of age, committed to the Fresno County Jail for a minimum of sixty days and/or on current supervision, affiliated or previously affiliated with a gang, at medium or high risk to re-offend. The goal of the ARPP is to facilitate successful re-entry into the community, reduce gang activity after release from custody, and increase public safety.
On June 18, 2024, your Board approved and authorized the agreement with North Star Family Center for evidence-based case management services to participants pre and post release from incarceration. case managers conduct assessments to identify participants criminogenic and stabilization needs. Based on the results of the assessments, case managers and participants will collaborate to develop a case plan with strategies to meet those needs.
North Star Family Center’s current budget includes $13,333.34 allocated to Fixed Assets. However, based on BSCC guidelines, the vendor does not incur any fixed asset costs. To ensure compliance with JAG Grant requirements and provide adequate funding for case management services, this amendment reallocates funds from “Fixed Assets” to “Services and Supplies” increasing the “Services and Supplies” line item total from $13,333.34 to $26,666.68. This reallocation will allow the vendor to maximize their compensation for operational needs and ensure Probation’s eligibility for full JAG Grant reimbursement.
