SUBJECT:                     Award Contract 26-04-M Road Maintenance and Rehabilitation Account (SB-1) Asphalt Concrete Overlays

 

RECOMMENDED ACTION(S):

TITLE

Adopt specifications for Contract 26-04-M Road Maintenance and Rehabilitation Account (SB-1) Asphalt Concrete Overlays, and award to the lowest bidder, Cal Valley Construction, 5125 N. Gates Avenue #102, Fresno, CA 93722, in the amount of $3,099,884.60.

REPORT

There is no Net County Cost associated with the recommended action. Approval of the recommended action will authorize the award of a Senate Bill 1 (SB-1) Road Maintenance and Rehabilitation Account (RMRA) funded road improvement project. This item pertains to locations in District 3 and 4.

 

ALTERNATIVE ACTION(S):

 

The Board may award only the base bid, award the base bid and the additive bid in the County Service Area (CSA), or reject all bids. If the recommended action is not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The base bid portion for the project includes work on county-maintained roadways and is 100% funded through the SB-1 RMRA. The additive bid, if awarded, includes work on a road located in County Service Area 35 Zone B (CSA 35B) which is not part of the County’s system of maintained roadways, and will be paid for by CSA 35B. The maximum permitted for the Director’s allowance for change orders pursuant to Public Contract Code 20142 is $167,494, which is approximately 5.4% of the total compensation payable under Contract 26-04-M. The anticipated construction cost for the project, based on the low bid and change order limit is $3,267,378. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 and CSA 35B - Org 9155 FY 2026-27 Recommended Budgets.

 

DISCUSSION:

 

The work to be done consists, in general, of cold planing existing asphalt concrete pavement, furnishing and placing hot mix asphalt type A asphalt concrete overlays, traffic striping, and shoulder backing on various existing roads in Fresno County. The base bid will require the placement of hot mix asphalt overlay over approximately 3.1 miles (8.2 lane miles) of roadway in the Malaga area of Fresno County. An additional 0.27 miles (0.54 lane miles) of a CSA road is included as an additive bid.

 

The project was advertised on July 2, 2026, and a bid opening was held on July 22, 2026. Eight bids were received. The low bid of $3,099,884.60 was $1,796,400.40 or 36.7% lower than the engineer’s estimate of $4,896,285. The lowest bid consisted of $2,913,981.60 for the base bid and $185,903 for Additive 1 (CSA 35B). A list of bidders and their respective bid amounts is shown below:

Plans and Specifications were prepared by the Department’s Design Division and are on file with the Department. It is anticipated that construction will commence in September 2026 and will be completed in November 2026.

 

Department staff has determined that the Road Maintenance and Rehabilitation Account (SB-1) Asphalt Concrete Overlays is categorically exempt from the provisions of California Environmental Quality Act (CEQA) under Section 15301(c) - Existing Facilities.
