RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Data Use Agreement with Michigan Public Health Institute, for participation in the National Fatality Review Case Reporting System, effective January 1, 2020 through December 31, 2023. ($0)

REPORT

Approval of the recommended action will allow the Department of Public Health to share specific Fresno County fetal and infant fatality case review data with Michigan Public Health Institute (MPHI) as part of the National Fatality Review Case Reporting System (NFR-CRS).  The recommended agreement will establish protocols and restrictions governing data information sharing between MPHI and the County, with no increase in Net County Cost.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  Should your Board not approve the recommended action, the Department would not be able to share specific Fresno County fetal and infant fatality case review data with MPHI nor be a part of the NFR-CRS.

 

RETROACTIVE AGREEMENT:

 

The recommended agreement is retroactive to January 1, 2020.  It was received from MPHI on November 5, 2019 and the time required to prepare the recommended agreement did not allow presentation to your Board at an earlier date.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The data from consenting program participants will be shared through December 31, 2023.

 

DISCUSSION:

 

MPHI has a cooperative agreement with the Maternal and Child Health Bureau, Health Resources and Services Administration, U.S. Department of Health and Human Services, to manage the National Center for Fatality Review and Prevention.  As part of this cooperative agreement, MPHI is to manage a standardized, web-based reporting system for state and local fatality review teams.  MPHI is responsible for the development of the NFR-CRS, training and liaison to state and/or county agencies participating in the system, technical assistance in using the system, and analysis and dissemination of national fatality review data generated by the system.

 

The NFR-CRS launched in April of 2018 and there are currently 16 states using the system, out of 28 states that have at least one Fetal Infant Mortality Review (FIMR) program.  Approval of the recommended action would allow the County to utilize the comprehensive NFR-CRS for collecting, analyzing and reporting on the reviews of fetal and infant deaths conducted by the County’s FIMR program.  The County will be the first in California to use the NFR-CRS and the California Department of Public Health intends to enlist all county FIMR program sites in the state to use the system, allowing comparability of trends in fetal and infant fatality data within and between local FIMR programs and other states.  Data collected will help better identify and address maternal/infant health, health disparities, and help promote policy, programs, interventions and laws to prevent fetal, infant and child deaths at the local, state and national levels.
