SUBJECT: Nominations to the California State Association of Counties and Designations to the Urban Counties of California
RECOMMENDED ACTION(S):
TITLE
Nominate a Member and Alternate Member of the Board of Supervisors to the California State Association of Counties (CSAC) Board of Directors for a one-year term (2026 to 2027); and Designate a Member and one or two Alternate Members of the Board of Supervisors to the Urban Counties of California (UCC) Board of Directors for a two-year term (2027 through 2028); and direct the Clerk of the Board to provide notification to CSAC and UCC, respectively.
REPORT
The respective nominations and designations will provide your Board representation on the CSAC Board of Directors and UCC Board of Directors.
ALTERNATIVE ACTION(S):
The nominations and designations are at the discretion of the Board of Supervisors, but designation of a Supervisor is required for participation in the UCC Board. Should your Board not make nominations to the CSAC Board, the current representatives will continue to serve until different nominations are submitted to CSAC, subject to final appointment by the CSAC Executive Committee.
FISCAL IMPACT:
There is no increase in Net County Cost (NCC) associated with the recommended actions. The membership fee for UCC is $37,000 per year and funded with appropriations in Org 2540, Interest and Miscellaneous Expenditures. The membership fee for CSAC is $120,700 per year and is also funded with appropriations in Org 2540, Interest and Miscellaneous Expenditures, as well as Org 7250, Memberships.
DISCUSSION:
Every year, CSAC requests the Board of Supervisors to designate two members to serve as its representative and alternate on the CSAC Board of Directors. Under provisions of the CSAC Constitution, members of the Board of Directors and alternates are nominated by their respective Board of Supervisors and appointed by the Executive Committee to one-year terms of office commencing with the first day of the CSAC Annual Meeting. This year, the CSAC Annual Meeting will begin on November 30, 2026. Any member of the Board of Supervisors is eligible for directorship. Currently, Supervisor Mendes represents your Board on the CSAC Board of Directors, and Supervisor Magsig serves as the alternate, per your Board’s approval on October 7, 2025. This year, CSAC has made the nomination form available online only. Upon your Board’s approval, the Clerk of the Board will complete and submit the nomination form online.
Every two years, as part of the County’s membership in the UCC, the Board of Supervisors must designate one of its members to serve on the UCC Board of Directors, along with at least one alternate which can be either another Supervisor or staff. The designated Supervisor, or the alternate, is requested to participate in monthly conference calls and two in-person meetings that are scheduled during the CSAC Legislative Conference in the spring and the CSAC Annual Meeting in autumn. Terms are for two years to coincide with the sessions of the California State Legislature. Currently, Supervisor Mendes represents your Board on the UCC Board of Directors, and Supervisor Magsig, County Administrative Officer (CAO) Paul Nerland, and the CAO’s designee serve as alternates, per the designations made by the Board of Supervisors on October 8, 2024.
There are currently 14 UCC member counties: Alameda, Contra Costa, Fresno, Los Angeles, Orange, Riverside, Sacramento, San Bernadino, San Diego, San Francisco, San Joaquin, San Mateo, Santa Clara, and Ventura.
Services provided by the UCC include:
• Testifying and sending letters on key legislation and budget issues.
• Providing a weekly e-newsletter, which highlights the latest news on legislation and budget.
• Tracking budget issues and providing summaries of the Governor’s budget, May Revise, and final budget actions.
• Meeting with legislative members, staff, and the Administration on issues that affect the urban counties.
• Maintaining a website, which includes information on the UCC priorities, policies, and actions of the Board and copies of letters or other communication.
• Conducting monthly Board meetings to update counties on the latest information on the State budget and legislative activities.
• Conducting monthly legislative committee meetings with key staff in the counties to provide updates and an ability for counties to share information on emerging issues.
• Highlighting urban counties on social media and having a social media presence.
• Sending out regular e-mail blasts to the Board and key staff about breaking issues including the budget, legislation, and end-of-session actions.
• Conducting regular meetings with local government partners to work collaboratively on legislative issues.
Upon your Board’s approval, the Clerk of the Board will complete the designation form and submit it to UCC.
