DATE: March 5, 2024
TO: Board of Supervisors
SUBMITTED BY: Paul Nerland, County Administrative Officer
SUBJECT: Authorize County Administrative Office Oversight of Lobby Art
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution to suspend and supersede prior Board action taken on May 12, 2009, which established a Fresno County High School Art Project and Gallery located in the Hall of Records, and authorize the County Administrative Office, in conjunction with the Clerk of the Board and the Chairman of the Board, to select and oversee the installation of art to be displayed in the lobby located outside of Board Chambers.
REPORT
The recommended action will allow the County Administrative Office (CAO), in conjunction with the Clerk of the Board, to collaborate with the Chairman of the Board to update the Lobby Art located outside of the Board Chambers as necessary.
ALTERNATIVE ACTION(S):
Denial of the recommended action will keep the current High School Art Project and Gallery in place, even though the program has not been utilized since 2018. Your Board could also modify the procedures in the current High School Art Project and Gallery, to make it simpler to implement.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The CAO’s Office will work with the Chairman of the Board to budget appropriately for any changes in the display of artwork outside the Board of Chambers.
DISCUSSION:
On May 12, 2009, your Board approved the creation of the Fresno County High School Art and Gallery in the Hall of Records lobby. The item specified that in collaboration with the Fresno Arts Council, artwork from Fresno County High Schools would be considered and selected by a committee composed of the Fresno Arts Council and the Chairman of the Fresno County Board of Supervisors or their designee. The most recent change in artwork in the Hall of Records lobby was on September 26, 2018, as evident by the dates referenced on the currently displayed artwork.
The item that established the Fresno County High School Art and Gallery stated that artwork will be permanently displayed “in the lobby area outside the Auditor-Controller/Treasurer-Tax Collector’s office” which is not the correct location as the Board Chambers lobby is located on the 3rd floor and the Auditor Controller/Treasurer-Tax Collector’s Office is located on the 1st floor of the Hall of Records.
Approval of the recommended action would supersede the previously created Fresno High School Art Gallery established on May 12, 2009. The proposed bi-annual swapping of art approved in the May 12, 2009, Board item did not routinely occur, and the lobby art was seldomly updated, as evident by the current art being displayed for over five years. The recommended action will suspend the previously authorized method of determining art that is to be displayed in the Board Chambers lobby and allow the CAO’s Office, in conjunction with the Clerk of the Board, to work with the Chairman of the Board to update artwork outside of the Board of Chambers as often as necessary.
