SUBJECT:                     Budget Resolution to Increase Appropriations to Org 8867

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute a budget resolution to increase appropriations and estimated revenues for Parks Capital Projects Org 8867 in the amount of $3,000,000 for Regional Park Program grant funds.

 

REPORT

Approval of the recommended actions will increase FY 2022-23 appropriations and revenues in the Public Works and Planning- Parks Capital Project Org 8867.  This is necessary to administer the Regional Parks Program grant for improvements to Choinumni Park.  Grant funded improvements to Choinumni Park include renovations to the existing campgrounds, installation of an ADA compliant restroom, picnic shelters, walking and multiuse trails, playgrounds, and sports complex featuring beach volleyball courts, basketball court, horseshoe pits and cornhole courts.  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to approve the recommended action, in which appropriations will not be available for the completion of Regional Park Program Grant work.

 

FISCAL IMPACT:

 

There is no increase to Net County Cost associated with the recommended action.  The cost to complete the improvements will be 100% funded through the Regional Park Program Grant funds.  The County will be responsible for funding the total project cost of $3,000,000 upfront and be reimbursed by the State following the completion of the project.

 

DISCUSSION:

 

On November 2, 2021 the Board approved the Department of Public Works and Planning (Department) to apply for the Regional Park Program Grant in the amount of $3,000,000 and authorize the Director of Public Works and Planning to conduct all negotiations, sign and submit all documents, including but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope.  The Department told the Board that if it were awarded funding from the State it would return to the Board for the with a budget resolution to increase appropriations.

 

The Department applied for the Proposition 68 Regional Park Program Grant in January of 2022.  After lengthy review process, in August of 2022 the State informed the Department that they were selected to receive funding in the amount of $3,000,000 for the Choinumni Regional Park Improvement Project.  In February 2023 the State provided the Grant Contract to the Department.  The Department now requires appropriations be added for this grant to begin charging expenses towards the grant and seek reimbursement from the State.  The Resource Division’s Parks unit and Design Division have begun working on the project and through the Request for Proposal (RFP) process have awarded a consultant to complete design work, which will later be utilized for another RFP to select a contractor to complete the construction phase of the project.  Staff notes that construction activities will not occur until after completion of the necessary California Environmental Quality Act review.  It is imperative appropriations be made available during this fiscal year to accurately track expenditures, charge to the grant accordingly, and request reimbursement from the State.  The Grant Performance Period is from July 1, 2022 to June 30, 2028.
