SUBJECT: Amendment I Adding Four Vendors to the Master Agreement with various school districts for office space coordination to deliver mental health services to underserved and unserved children, youth, and their families
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Master Agreement with various School Districts for the coordination of office space to perform mental health services at various School Districts, to add Central Unified School District, Clovis Unified School District, Coalinga-Huron Unified School District, and Sierra Unified School District with no change to term of July 1, 2023 through June 30, 2028 ($0).
REPORT
Approval of the recommended action will add four additional School Districts, Central Unified School District, Clovis Unified School District, Coalinga-Huron Unified School District, and Sierra Unified School District to the master agreement. This will allow the partnership between the County and various Fresno County School Districts to increase access to comprehensive mental health treatment services to underserved and un-served children, youth, and their families at school sites in Fresno, Clovis, and the rural communities of the County. This item is countywide.
ALTERNATIVE ACTION(S):
There are no alternative actions. Should the recommended actions not be approved, there will be a lack of mental health services for children, youth, and their families within Fresno County School Districts.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The recommended amendment allows for mental health services to be delivered at School Districts with service obligations to be performed without payment of any monetary compensation by either County of School District.
DISCUSSION:
On June 20, 2023, your Board approved Agreement No. 23-316 with Fresno County School Districts to allow for Department of Behavioral Health and contracted providers to continue to provide mental health treatment services to children and youth Kindergarten through high school in six Fresno County School Districts. Services are provided by the Department’s School-Based Teams as well as the Departments contracted providers. Services to the districts include comprehensive mental health treatment for individuals, group and family therapy services, crisis response, collateral, and case management services.
School districts will provide adequate office space to allow for appropriate services, which ensures child/youth confidentiality, free of disruption, and promotes the safety and well-being of children receiving services. Referrals and scheduled appointments will be coordinated between the Department’s on-site clinician and designated school site coordinator. Services are on a voluntary basis and can be refused by the child’s parent/guardian.
Your Board’s approval of the recommended amendment to master agreement No. 23-316 will add Central unified School District, Clovis Unified School District, Coaling-Huron Unified School District, and Sierra Unified School District. Upon approval by your Board, the recommended action will be effective July 18, 2023.

The Behavioral Health Board was informed of the Amendment to Master Agreement with Fresno County School Districts for Office Space at school sites during the June 21, 2023 Behavioral Health Board meeting.
