SUBJECT: Resolution decreasing the number of members on the Parlier Cemetery District Board of Trustees from five to three
RECOMMENDED ACTION(S):
TITLE
Conduct hearing to consider and adopt Resolution decreasing the number of members on the Parlier Cemetery District Board of Trustees from five (5) to three (3).
REPORT
Pursuant to California Health and Safety Code section 9025(a), the Parlier Cemetery District Board of Trustees (“District Board”) has requested, through a resolution, for their membership to be reduced. Approval of the recommended action will decrease the District Board membership from five (5) to three (3) trustees. This item pertains to District 4.
ALTERNATIVE ACTION(S):
Your Board may elect to not decrease the number of trustees on the District Board, and the District Board will continue operating with five members.
FISCAL IMPACT:
There is no Net County Cost (NCC) associated with the recommended action.
DISCUSSION:
Public cemetery districts are independent special districts which provide interment services and cemetery maintenance within a specific geographical area. The Parlier Cemetery District is governed by a board of trustees responsible for the District’s operations. The District Board currently has five (5) trustees who must be residents within the District’s service area boundaries and are appointed by the Board of Supervisors.
Health and Safety Code section 9025(a) states, “a board of trustees may adopt a resolution requesting the board of supervisors of the principal county to increase or decrease the number of members.” In 2003, the District Board requested the Board of Supervisors to expand their membership from three (3) to five (5). On January 14, 2003, the Board approved the expansion of the District Board membership.
On May 18, 2026, the District Board adopted Resolution No. 04-2026 to formally request that your Board decrease their membership from three (3) to five (5) trustees.
With receipt of the District Board resolution, Health and Safety Code section 9025 requires your Board to conduct a hearing to consider the District Board’s request and receive and consider any written or oral comments regarding this request. Pursuant to Health and Safety Code section 9025(b), on June 17, 2026, a notice of the hearing was published in the Business Journal and sent to Parlier Cemetery District.
Approval of the recommended action will decrease the number of trustees of the District Board from five (5) to three (3).
All five (5) positions on the District Board are currently filled. Approval of this item will require your Board to designate the District Board trustees whose offices shall be eliminated at the termination of their current term of office. The trustees whose office is designated to be eliminated shall continue to serve until their term expires. The number of trustee positions will be decreased through attrition: the next two vacancies will not be filled by the Board of Supervisors. For reference, below is the current roster of members:
