SUBJECT:                     Agreement with Turning Point of Central California, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Agreement with Turning Point of Central California, Inc., for transitional housing beds, sustenance and associated services for individuals being released from prison and placed in Post Release Community Supervision pursuant to Assembly Bill 109, effective August 1, 2024, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, not to exceed $14,743,738.

REPORT

There is no Net County Cost associated with the recommended action, as all costs for the recommended agreement are fully offset with Public Safety Realignment Act (AB 109) revenue and the Edward Byrne Memorial Justice Assistance (JAG) Grant revenue. The recommended maximum number of beds allowed under the recommended agreement is fifty (50) beds, at a daily bed rate of $153.16. This rate has increased by 1.26% from the current agreement for 41-50 occupied beds. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, it will result in the denial of essential transitional housing, sustenance, and support services to participants in both the JAG grant and AB 109 programs. This lack of crucial support could hinder their ability to successfully reintegrate into the community.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with the Public Safety Realignment Act (AB 109) revenue and the JAG Grant revenue. There are adequate appropriations and estimated revenues included in Probation’s FY 24-25 Grant Org 3432 and Org 3430 Recommended Budget. Funding for subsequent years of this Agreement will be included in the Department’s future budget requests.

 

DISCUSSION:

 

On November 27, 2023, the County issued Request for Quotation (RFQ) #24-024, which solicited proposals from qualified vendors to provide transitional housing, sustenance, support services/resources, programming, and other similar services provided in a safe, clean, drug-free environment for up to 50 participants, both male and female adults on probation or in the Probation Department’s Pretrial Program. Turning Point of Central California, Inc. the County’s current vendor, responded to the RFQ, and represented it could provide these services at compensation rates based on occupancy tier levels matching lowest number of occupancies to the highest cost.

 

On June 10, 2024, the Community Corrections Partnership approved an allocation for transitional housing services to $2,800,000 for fiscal year 2024-25. The maximum compensation will allow the Probation Department to maintain an average of 50 occupied beds at an all-inclusive per bed, per day rate of $153.16.

 

On July 18, 2023, your Board approved and authorized the execution of the retroactive Grant Application/Agreement with the Board of State and Community Corrections for the Edward Byrne JAG Grant for the period of June 1, 2023 to December 31, 2026 in the amount of $2,837,831 to develop the Adult Re-Entry Planning Program (ARPP). ARPP provides re-entry case management and supportive services for individuals, male or female, 18-30 years of age, affiliated or previously affiliated with a gang, who are incarcerated in the Fresno County Jail for at least 60 days and have a medium to high risk to offend. The goal of the ARPP is to facilitate successful re-entry into the community, reduce gang activity after release from custody and increase public safety.

 

While the JAG program grant includes some funding ($49,311) for transitional housing, it is initially limited to one occupied bed per day. If there are savings in grant funds from other line items, a budget modification can be requested to increase the transitional housing beds, if needed. The JAG funds are budgeted for two years of the recommended agreement due to the JAG grant ending June 30, 2026.

 

By leveraging dedicated AB 109 funding, the JAG Grant, and securing a qualified vendor, the Probation Department can offer essential transitional housing and support services to a larger number of program participants. This comprehensive approach will directly contribute to reducing recidivism rates and enhancing public safety.
