SUBJECT: Agreements for Traffic Signal & Lighting Maintenance Operations Services and Traffic Signal Timing Card Consultant Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Agreement with Bear Electrical Solutions, Inc. for on-call traffic signal and lighting maintenance operations services, effective upon execution and not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions not to exceed total $1,250,000.
2. Approve and authorize the Chairman to execute an Agreement with Advanced Mobility Group for on-call traffic signal timing card services, effective upon execution and not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions not to exceed total $500,000.
REPORT
Approval of the first recommended action will approve and authorize the Chairman to execute an Agreement with Bear Electrical Solutions, Inc. for traffic signal and lighting maintenance operations services. The maintenance operation services were previously provided by the City of Fresno. Approval of the second recommended action will approve and authorize the Chairman to execute an Agreement with Advanced Mobility Group to provide engineering consultant services for preparing new traffic control signal timing cards and updating existing ones for the Department for traffic signal and lighting maintenance operations services. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended actions are not approved, the County is at-risk of not being able to maintain lighting and program new traffic signals, which could pose safety hazards for the public and liability risks for the County.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Fund Orgs 45104511, 45104512, 45104513 and 45104514 FY 2023-24 Adopted Budget.
DISCUSSION:
The City of Fresno (City) and County entered into Maintenance Agreement (#A-81-170) in 1981, whereby the City agreed to provide maintenance of certain County-owned or partially County-owned traffic control signals. The City has informed the County that they are not interested in extending the Agreement when it expires at the end of June 2024.
The Department issued a formal Request for Proposals (RFP) for traffic signal and lighting maintenance operations on March 12, 2024, in accordance with County Ordinance Code 4.10 governing the selection and compensation of architectural and engineering firms. The Department received only two proposals by the deadline of April 19, 2024, from Bear Electrical Solutions, Inc. and A-C Electric Company. After review of both proposals by the selection committee, the selection committee determined, with the concurrence of the Department, that Bear Electrical Solutions, Inc. is the most qualified to perform the work required.
The recommended agreement with Bear Electrical Solutions, Inc. will provide maintenance, repair, and emergency services of traffic signals, highway lighting, and other lighted traffic facilities at various locations throughout Fresno County.
The Department issued a formal RFP for traffic control signal timing card services on March 14, 2024 in accordance with County Ordinance Code 4.10 governing the selection and compensation of architectural and engineering firms. The Department received only two proposals by the deadline of April 12, 2024, from Advanced Mobility Group and TJKM Transportation Consultants. After review of both proposals by the selection committee, the selection committee determined, with the concurrence of the Department, that Advanced Mobility Group is the most qualified to perform the work required.
The recommended agreement with Advanced Mobility Group will allow Advanced Mobility Group to prepare new traffic control signal timing cards and update existing traffic control signal timing cards for the County’s traffic signals. The completion of this work is intended to: reduce overall travel time, number of stops, delay, spillovers at all corridors and intersections, improve safety of pedestrians and bicycles, improve traffic progression through effective signal coordination, enhance vehicle throughput and improve traffic operations and reduce vehicle emissions and fuel consumption.
