TO: Board of Supervisors
SUBMITTED BY: Kirk Haynes, Chief Probation Officer
SUBJECT: Agreement with Siemens Industry, Inc. for Electronic Security System Services at Juvenile Justice Campus
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Siemens Industry, Inc. to provide electronic security system maintenance and repair services for the Juvenile Justice Campus, effective November 1, 2026, through October 31, 2031, which includes a three-year base contract and two optional one-year extensions, total not to exceed $709,971.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the Probation Department to obtain maintenance and repair services on the existing electronic security system at the Juvenile Justice Campus (JJC). The system is highly technical and complex, integrating components such as cameras, intercom and paging systems, intrusion and duress features, door controls, and metal detectors. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If the recommended action is not approved, the existing electronic security system at the JJC will not be maintained and repaired, which is essential to the safety and security of officers, staff, detained juveniles, and civilians.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum compensation of the first year is $131,080, with a 4% annual increase for each subsequent year of the term. The total maximum compensation of the recommended agreement shall not exceed $709,971. Sufficient revenues and appropriations are budgeted in the Probation Org 3440 FY 2026-27 Adopted Budget and will be for the remaining years of the term.
DISCUSSION:
The JJC serves as a detention facility to hold juveniles pending court action and provides secure confinement for adjudicated juveniles. With the level of security required at this campus, it is essential that the electronic security system operate reliably. To address critical system issues more efficiently, the JJC needs a dedicated vendor that can perform proactive maintenance, troubleshoot and communicate system failures, and provide certified staff to complete low-voltage repairs.
On December 15, 2020, the Board approved an Agreement with Siemens Industry, Inc. (Siemens) for services to the electronic security system at the JJC. During the agreement term, oversight transitioned from the Internal Services Department - Facility Services Division to the Department to allow for closer monitoring and development of a renewal agreement.
The recommended agreement utilizes pricing for labor and materials from competitively bid Sourcewell Agreement No. 121024-SIE, in accordance with the Purchasing Manual, which allows the County to utilize contracts that have been competitively bid by other government agencies and cooperative purchasing groups. This is commonly known as “piggybacking” onto other agreements. Siemens agreed to provide pricing to the County equivalent of services and materials under the Sourcewell agreement.
Approval of the recommended action will allow the Department to obtain maintenance, repair, testing, updates, and critical equipment inventory of the electronic security system at the JJC. Several components of the system are at different stages of upgrade, including the electronic door controls and portions of the camera system that have already been modernized and are maintained by other County vendors. The services also include troubleshooting system components that may require further follow-up by the Department, General Services Department or Information Technology Services Department. Under the recommended agreement, Siemens will have non-exclusive use of approximately 143 square feet of office and storage space at the JJC at no cost.
